The Crandall City Council met for its regular meeting on Monday, April 20, 2026, at the Police and Municipal Court Building, where members took action on a property purchase, a fire services agreement, and a local infrastructure request.
Mayor David Lindsey called the meeting to order at 6:34 p.m. Assistant Chief of Police Ivan Elizarraras led the invocation, followed by the Pledge of Allegiance. All council members were present for roll call, and a quorum was confirmed.
Spring Cleanup and Community Announcements
Mayor Lindsey announced the city’s Spring Cleanup Event scheduled for April 25, 2026, with reminders to be posted on social media.
Mayor Pro Tem Scott Rogers asked staff to confirm with Crandall Community Life Church whether the church plans to host a spring movie night, and requested city involvement if the event moves forward. Mayor Lindsey also asked staff to research Farmers Market ideas and the associated fees.
Staff Updates
The City Manager reminded council of a Special Called Meeting set for May 8, 2026, at 9 a.m. to swear in new councilmembers. The Investment Quarterly report was also presented, covering quarter end results by investment type, portfolio holdings, interest income, and comparative yield.
Code Enforcement Officer Jason Brooks gave a quarterly update on new construction, permits, violations, and open cases.
Assistant Chief Elizarraras presented a quarterly police report covering community events, training, patrol statistics, and a year over year comparison of incidents, offenses, victims, and known offenders by category. He thanked the council, city staff, and the community for their continued support.
Consent Agenda
Council approved the minutes from the April 6, 2026 meeting by a vote of 4 0.
Crandall ISD Update
Dr. Murry, representing Crandall ISD, invited council members to join the Long Range Facilities Planning Committee and to attend graduation ceremonies on May 21, 2026.
Eagle Crest Development Extension
Greg Salinas, Division President with Cambridge Homes of Texas, addressed the council regarding a six month extension request for the preliminary plat approval tied to the Eagle Crest development, owned by CLH Crandall, LLC. The City Manager recommended approval. The motion to approve passed 3 1, with Councilmember Holden opposed.
Fire Protection Agreement
Council voted 4 0 to approve the Fiscal Year 2026 agreement with Kaufman County Emergency Services District No. 7 for fire protection and suppression services.
EDC Budget Amendment
EDC Director Mike Slye presented Resolution No. 20260413, amending the Crandall Economic Development Corporation’s Fiscal Year 2025 2026 budget. The resolution passed 4 0.
Speed Bumps on Trunk Street
Public Works Director Clayton Dickerson presented a proposal to install speed bumps on Trunk Street between Trinity and North 1st Street, at a total cost of $10,000. Council approved the measure 4 0.
Traffic Study Presentation Declined
The City Manager followed up on a previous request involving Lee Engineering, which completed a traffic study at the intersection of FM 148 and U.S. Highway 175. After reviewing the $4,300 cost for Lee Engineering to formally present the study, council opted not to move forward with the presentation.
Executive Session
Council adjourned into executive session at 7:14 p.m. to discuss three matters under Texas Government Code: economic development related to Tax Increment Reinvestment Zone Six and Project Grand Slam, the City Manager’s quarterly review, and real property matters concerning the Rogers Addition.
Action Following Executive Session
Council reconvened in open session at 9 p.m. Following discussion, members voted 4 0 to approve the City Manager proceeding with the city’s purchase of the Rogers Addition, located at 175 W. Lewis St., Crandall, TX 75114.
