New 2025 payroll data compiled by GovSalaries, and supported by individual city payroll records, shows who earned the most working for the cities of Seagoville and Crandall this year. The numbers also point to a second story worth following: several reported wage changes from 2024 to 2025 are large enough to deserve a closer look before anyone describes them as raises.

Seagoville’s Top 10 Highest Paid Employees

GovSalaries reports 133 City of Seagoville employees for 2025, with an average reported wage of $74,949 and a median of $71,594, according to the site’s data and supporting city records.

GovSalaries also reports large changes in reported wages from 2024 to 2025 for several Seagoville administrators. Cynthia Brown is up 32.4 percent. Todd Gilcrease is up 25.8 percent. Felita French is up 35.8 percent. Sara Egan is up 52.1 percent. Christopher Ryan is up 33.1 percent. Stephen Davis is up 32.6 percent. Bill Medina is up 32.3 percent. James Allen is up 14.7 percent.

Shop in Seagoville is not calling these numbers pay raises. A jump in a single year of reported data can come from a promotion, partial year employment in 2024, acting pay, a change in position, additional compensation, or simply the way a third party site compiles its figures. Two Corrections We Made Before Publishing

GovSalaries lists Forrest Frierson only as Chief. The City of Crandall’s official site identifies him as Police Chief, and that title is used above.

GovSalaries also renders the City Secretary’s name awkwardly, as Del Sabrina Bosque. The city identifies her as Sabrina Del Bosque, City Secretary, and that is the name used above.

A Number That Needs Context: David Sanchez

GovSalaries reports that City Manager David Sanchez’s reported wage rose from about $90,002 in 2024 to $165,000 in 2025, a difference of about 83.3 percent. The same database shows Sanchez began working for Crandall in 2024. Because that appears to have been a partial year of employment, Shop in Seagoville is not describing this as an 83 percent pay raise. We will seek confirmation from the city on his actual 2024 start date and compensation terms before reporting a final figure.
