Residents often know where to pay a water bill, borrow a library book or report a missed trash collection. Less familiar are the transportation, health, technology and family-support programs available through the city, Dallas County and regional service providers.
Some programs are free, while others charge small fees or require participants to meet age, residency or income requirements.
The following 10 services were verified as available to Seagoville-area residents as of July 30, 2026. Families should call before visiting because hours, funding and appointment availability can change.
1. Free Online Water-Usage Monitoring
Seagoville utility customers can create an online account that allows them to monitor household water consumption throughout the day.
The free service is separate from simply paying a bill online. Customers can review usage, identify unusual increases and potentially notice a leaking fixture before receiving a unexpectedly high monthly bill.
Online accounts also allow residents to make secure utility payments from a computer or mobile device.

2. Water-Pressure and High-Usage Investigations
Residents experiencing unexplained high water consumption, low pressure or reduced water volume can ask the city’s Water Distribution Division to investigate.
City employees use calibrated equipment to determine whether the correct water pressure and volume are reaching the customer’s meter. Meter histories are also maintained to help identify readings that are unusually high compared with the account’s previous usage.
The department can also receive reports involving water quality concerns, damaged hydrants, water-main problems, valves and service lines.

3. Same-Day Local Transportation Through STARNow
Seagoville residents without reliable transportation may be able to schedule same-day rides through STAR Transit’s STARNow service.
Riders can request transportation through the STARNow mobile application or by calling 877-631-5278. Pickup and destination locations must be within an eligible service zone, and wait times depend on vehicle availability.
Seagoville service operates from 6 a.m. to 6 p.m. Monday through Friday. Current fares range from $1 to $2.
The service can be useful for medical appointments, shopping, employment and other local trips. Seagoville riders may also use STARNow to connect with the DART system at Buckner Station in Dallas.
STAR Transit offers assistance in Spanish and can provide information in alternative formats when requested.
4. Free Household Chemical Disposal
Paint, automotive fluids, pesticides and other hazardous household materials should not be placed in ordinary trash carts or poured into drains.
Through the city’s agreement with the Dallas County Home Chemical Collection Center, Seagoville residents can dispose of accepted household chemicals and non-latex paint without paying a disposal fee.
The permanent collection center is located at 11234 Plano Road in Dallas. Residents should check the accepted-material list and operating schedule before traveling to the facility.
Identification or other proof of Seagoville residency may be required. Commercial waste is not covered by the residential program.
The service provides a safer disposal option for materials that could harm sanitation workers, contaminate water or create hazards inside garbage trucks and landfills.
5. Physical and Mental Health Services for Young People and Families
The Seagoville Youth and Family Center offers physical and mental health support from its location at 15800 Seagoville Road, near Seagoville Middle School.
Physical health services available through the Youth and Family Center system include preventive care, routine and sick visits, immunizations, sports physicals and health education. Parkland’s physical health services at the centers serve Dallas County residents ages 4 through 21.
Mental health services are available to Dallas ISD students and their families. Services may include evaluations, individual and family counseling, group counseling, psychiatric consultation, case management, parent education and referrals.
The center is open from 8 a.m. to 7:30 p.m. Monday through Thursday and from 8 a.m. to noon Friday.
Parents and guardians may visit during the Friday morning period to meet with a manager or clinician, obtain resources or begin enrolling a child in mental health services without an appointment.

6. Digital Books, Audiobooks, Streaming Video and Wi-Fi Hotspots
A Seagoville Public Library card provides access to more than materials stored on the library’s shelves.
The library participates in the Northeast Texas Digital Consortium, which provides thousands of digital books, audiobooks and streaming videos for children and adults. Patrons can use the digital collection from compatible phones, tablets and computers.
The library’s collection also includes Wi-Fi hotspots, research databases, large-print books, magazines, DVDs and instructional films.
Hotspot availability may be limited, and checkout rules or waiting lists may apply. Residents should contact the library before visiting when they need a particular device or resource.
Library services are free to people living within Seagoville. The library is located inside the City Hall complex at 702 N. Highway 175 and may be reached at 972-287-7720.
7. Youth Programs, Career Preparation and Research Assistance
The Seagoville Public Library also offers educational programs that extend beyond ordinary book circulation.
Programs listed by the library include preschool story time, Homeschool Hangout, Summer Reading Club, youth volunteering, Teen Night and Chess Club. Teen Night is intended for ages 13 through 17 and includes games, snacks and opportunities to socialize.
The library also provides reference assistance and access to LearningExpress, an online resource containing practice tests and skill-building lessons.
Available preparation materials cover examinations and careers involving college admission, the GED, civil service, law enforcement, firefighting, emergency medical services, real estate and healthcare.
The program can also help users strengthen reading, writing and mathematics skills.
Families should confirm the current calendar with the library because youth programs may operate seasonally or change during school breaks.
8. Hot Meals and Take-Home Lunches for Seniors
The Seagoville Senior Citizens Activity Center provides meals and social programs for residents age 60 and older.
Hot meals are served as part of the center’s regular services. Members who cannot remain for an on-site meal may receive a take-home lunch during the weekday distribution period from 11:15 a.m. to noon.
The center also offers activities that may include exercise, arts and crafts, bingo, card games, dominoes, dancing, karaoke, music, holiday gatherings and day trips.
Health and nutrition education is available as part of the center’s broader effort to help older residents remain active and independent.
The center is located at 304 E. Farmers Road. Residents should call 972-287-4113 to ask about registration, meal eligibility and the current activity calendar.
9. Free Transportation and Visiting Nurse Services for Seniors
Transportation can prevent older adults from participating in meals, exercise and social programs even when those services are available nearby.
The Seagoville Senior Citizens Activity Center offers free transportation to and from the center for eligible participants. Residents should contact the center in advance to determine the service area, pickup arrangements and available times.
The center also lists Visiting Nurses Association services among its programs. The availability and schedule of individual health services may vary, so seniors should ask what will be offered on a particular day.
These services are intended for residents age 60 and older. The center operates from 7:45 a.m. to 5 p.m. Monday through Wednesday and from 7:45 a.m. to 8 p.m. Thursday.
10. Utility-Bill Assistance and Heating or Cooling Repairs
Income-qualified Seagoville residents may apply for help through the Dallas County Comprehensive Energy Assistance Program.
The program can provide assistance with electric and natural-gas bills. It may also help eligible households repair home heating or cooling units, an important service during periods of extreme Texas heat or cold.
Eligibility is based on household income received during the 30 days before the application. The current limit is at or below 150 percent of the federal poverty guideline.
The program operates by appointment and does not accept walk-ins. Residents may call 214-819-1848 from 8 a.m. to 5 p.m. Monday through Friday to request an appointment.
Funding is limited, applications are processed in the order received and callers may experience long waits during periods of high demand.
Residents Should Ask Before Assuming Help Is Unavailable
Many public programs receive little attention until a family faces an immediate problem.
A high water bill, transportation difficulty, hazardous chemical, child’s health concern or inability to afford electricity may have a solution through a program already serving the Seagoville area.
Eligibility and availability are not guaranteed. However, residents may find that a telephone call to the appropriate department connects them with assistance they did not know existed.
