The Crandall City Council will consider a proposed land annexation, receive a Texas Department of Transportation presentation and continue work on the city’s next budget and property-tax rate during its regular meeting Monday, Aug. 3.
The meeting begins at 6:30 p.m. in the Crandall Municipal Court Chambers, located at 104 E. Trunk St. The meeting is open to the public.
City-Owned Land Considered for Annexation
Council members will conduct a public hearing on the proposed annexation of approximately 35.05 acres at 13125 Lewis St.
The property is situated in the S. Gilleland Survey, Abstract No. 167, and is identified by Kaufman County Appraisal District property identification numbers 6205 and 6207.
The City of Crandall is listed as the property owner.
The agenda calls for a public hearing, but it does not list a separate council vote on final annexation approval during the meeting.
TxDOT to Discuss FM 148 Redesignation
Representatives from TxDOT are scheduled to give a presentation concerning the redesignation of FM 148 associated with the planned U.S. 175 and FM 148 bypass project.
The presentation could provide council members and residents with additional information about how the bypass project may affect the current FM 148 designation.
The agenda does not indicate that the council will vote on the project during this meeting.
Budget and Tax-Rate Discussions Continue
The council will receive a report and provide direction to city staff concerning the proposed fiscal year 2026-27 budget.
Council members will also discuss the proposed property-tax rate and consider a resolution setting Aug. 17 as the date for a public hearing and final tax-rate vote.
Any action taken Aug. 3 would only establish the hearing and voting schedule. It would not formally adopt the city’s property-tax rate.
The posted agenda does not identify the proposed tax rate or provide projected revenue and expenditure totals for the new budget.
Atmos Energy Settlement on Consent Agenda
The council’s consent agenda includes an ordinance approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp.’s Mid-Tex Division.
The settlement concerns the utility company’s 2026 rate-review mechanism filing.
Consent-agenda items are generally approved together without separate discussion unless the mayor or a council member requests that an item be removed and considered individually.
The council will also consider approving minutes from its July 20 regular meeting and July 27 special called meeting.
Another consent item would complete the city’s annual review of its investment policy through Resolution No. 08032026A.
Fire Protection Discussion Planned in Closed Session
Council members are expected to enter executive session to consult with the city attorney about fire protection and suppression services involving Kaufman County Emergency Services District No. 7 for fiscal year 2027.
The discussion is scheduled under the Texas Government Code provision allowing a governing body to privately consult with its attorney.
The council may return to open session and take action on matters discussed behind closed doors.
Residents May Address the Council
Residents who wish to speak must submit a speaker-request form to the city secretary before the meeting begins.
Each speaker is allowed three minutes to address the council on city-related matters. Speakers participating during the annexation public hearing will be allowed five minutes.
Residents may speak at the beginning of the meeting or when the applicable agenda item is presented. The council cannot take formal action on subjects raised only during the general public-comment period.
The Crandall City Council normally meets at 6:30 p.m. on the first and third Mondays of each month at the Municipal Court Chambers.
