The Combine City Council will consider an agreement involving the municipal court’s electronic reporting of convictions when members meet Monday, July 27.
The regular meeting will begin at 7 p.m. at Combine City Hall, 100 Davis Road.
Council members are scheduled to consider accepting and signing an interlocal cooperation contract with the Texas Department of Public Safety. The agreement would allow the Combine Municipal Court to report convictions electronically through the state’s new Texas Conviction Reporting interface, commonly identified as TXCR.
The agenda does not provide financial terms or additional details about the proposed agreement.
Texas Municipal League nomination
The council will also consider making a nomination to the Texas Municipal League Intergovernmental Risk Pool Board of Trustees.
The meeting notice does not identify a proposed nominee. Council members may discuss potential candidates before taking action.
Department reports scheduled for review
Council members will review the city’s regular monthly departmental reports.
Reports are expected from the Combine Police Department, Fire Department, Animal Control, Public Works, Code Enforcement and Planning and Zoning.
The agenda describes the item as a review period during which council members may ask questions about the departments’ activities.
June financial report
The council is scheduled to review and consider approving the city’s treasurer’s report for June 2026.
The meeting packet provided with the public agenda notice did not include the report’s revenue, spending, account-balance or budget figures.
Three sets of minutes
Council members will consider approving minutes from three previous meetings:
The June 22 regular City Council meeting, the June 29 budget workshop and the July 20 budget workshop.
The two workshop dates indicate that city officials have been conducting budget discussions as Combine prepares for an upcoming fiscal year. The July 27 agenda does not include a separate vote on adopting a proposed budget or tax rate.
Public comments
Residents may address the council about city matters that are not listed on the agenda.
Anyone wishing to speak must complete the city’s non-agenda comment form before the meeting. Speakers are limited to three minutes and will be heard on a first-come, first-served basis.
Council members generally cannot deliberate or take immediate action on an issue raised during the non-agenda comment period. A subject requiring council action must first be placed on a future agenda in compliance with the Texas Open Meetings Act.
Comments involving personnel matters are not permitted during the non-agenda public-comment period.
The council may enter executive session when legally permitted to discuss matters listed on the agenda. Any formal action must be taken after members return to an open meeting.
