The Crandall City Council held its regular meeting on Tuesday, January 20, 2026, at the Court Chambers inside the Police and Municipal Court Building. Mayor David Lindsey called the meeting to order at 6:30 p.m. and led the invocation followed by the Pledge of Allegiance.
Council Member Tim Atkins and Mayor Pro Tem Scott Rogers were both absent for the meeting. All other council members were present, and a quorum was confirmed.
Council Member Herrera Requests Citizen Newsletter
During communications from the mayor and council, Council Member Kimberly Herrera requested that the Communications and Marketing Coordinator implement a newsletter and email sign up so citizens can receive monthly news and updates on events in Crandall.
City Manager Provides Updates on City Hall Remodel and New Hire
City Manager David Sanchez gave an update on the remodeling of City Hall, displaying pictures of the project and stating the purpose was to allow space for growth. Sanchez reported the cost of the remodel was fifteen thousand six hundred twenty three dollars.
Sanchez also introduced Meleta Moore as the new Communications and Marketing Coordinator. Moore introduced herself to the council and provided updates on video and audio improvements in the Court Chambers. Sanchez stated that Moore will be creating a survey and application for residents interested in serving on the Public Safety Committee, with advertising planned for February 2 through February 13, 2026. Staff will review applications and select five to six members to serve on the committee.
Moore also provided the council with a separate update on the video and audio upgrade in the Court Chambers.
MUD Number 16 Creation Notice Under Review
The City Manager stated that a notice regarding the potential creation of Municipal Utility District Number 16 was placed in the Kaufman Herald. Sanchez said the city is researching the notice to confirm which entity is seeking to create the district, stating he believes it may be related to a solar panel farm located outside city limits. He noted the city has 30 days to file an appeal if it chooses to do so.
FY2025 Audit and Investment Report Updates
Sanchez provided an update on the FY2025 audit, stating that auditors will be at City Hall February 2 through February 4 to complete field work. The audit is expected to be completed in March, with auditors presenting to the council at the first meeting in April.
The City Manager also gave an update on the Investment Quarterly report for the quarter ending September 30, 2025, and provided an update on the Mowry Project, noting that bid opening occurred on January 15, 2026. The lowest bid will be selected, with the contract expected to be awarded by the council at the upcoming February meeting.
Code Enforcement and Police Department Updates Presented
Code Enforcement Officer Jason Brooks provided a quarterly update on permits and inspections, commercial development, code enforcement, communications and community outreach, and the Neighbors Helping Neighbors program. Council Member Herrera and Brooks discussed how the council can support the Code Enforcement department.
