River Ridge Plaza is moving toward construction along U.S. Highway 175 in Crandall, where a planned retail building carries an estimated construction cost of $2,092,500. The project would add commercial space behind QuikTrip, with a drive-through included in the building plans.
A city manager’s report posted with the November 9 Crandall Economic Development Corporation agenda says a preconstruction meeting has been held.
The report describes the development as getting closer to construction, providing a more recent progress update than the schedule submitted in its state registration.
What the Construction Filing Shows
The Texas Department of Licensing and Regulation identifies the project as River Ridge Plaza Shopping Center. Registered May 28, 2026, the filing describes a new, single-story retail shell building totaling 9,253 square feet.
RR Plaza, LTD is listed as the owner, and Dallas-based NCA Partners is identified as the design firm. The registration describes private funding on private land for private use, with the tenant field marked “Not Assigned.”
The estimated cost applies to the construction scope reported in that filing. It should not be treated as a verified total for land acquisition, every future tenant improvement, or the entire surrounding commercial development.
A Retail Shell Comes Before Finished Stores
The description of a retail shell is significant because constructing the building and preparing individual businesses to open are different stages. A shell generally provides the building’s basic structure, while tenant improvements adapt interior space for particular businesses.
Depending on the lease and construction arrangements, those improvements can include interior partitions, counters, equipment, finishes, and business-specific plumbing or electrical work. Completing the shell therefore does not necessarily mean every storefront will be ready to welcome customers.
Why the Dates Require Caution
The state registration lists August 1, 2026, as the projected construction start and September 15, 2027, as the estimated completion. Those submitted dates establish a planning window, but they do not document when crews actually began work.
The city’s newer description of the project as approaching construction makes that distinction especially relevant. Neither the elapsed August date nor the registration’s “Review Complete” status independently establishes an active construction site.
The September 2027 estimate also should not be presented as a shopping-center opening date. Building completion, tenant construction, inspections, and business openings can occur on separate schedules.
Space for Several Businesses
The city report says River Ridge Plaza is expected to include Starbucks and several smaller retail businesses. It does not identify those smaller businesses or provide their opening schedules.
For the commercial project itself, the remaining questions concern how the building will be divided and how much space each occupant will use. The records reviewed do not establish the final suite count, individual storefront sizes, or a complete tenant roster.
What Residents Should Watch Next
The next meaningful milestones are confirmation of construction activity, more detailed tenant information, and schedules tied to individual storefronts. Those developments will help establish when the planned retail space could become usable businesses.
For now, the documented progress consists of a registered building project and a city-reported preconstruction meeting. Together, they provide a concrete basis for tracking River Ridge Plaza while leaving its actual construction start and business-opening dates unresolved.
