The Seagoville City Council will convene for a regular meeting on Monday, Sept. 28, 2026, at City Hall, 702 N. Hwy 175, with a work session at 6:30 p.m. and the regular session at 7:00 p.m.
The meeting will address economic development projects, traffic calming measures, zoning changes, and a municipal complex update.
Work Session Highlights
The work session will begin with a first reading of a resolution approving an economic development project between the Seagoville Economic Development Corporation (SEDC) and T. Bennett Enterprises, LLC.
The project involves a facade grant for signage at a new UPS Store location at approximately 410 US Highway 175 #202, the former GameStop location. The grant would reimburse 50% of signage costs, not to exceed $20,000.
The Council will also receive presentations on the current Sign Ordinance and the zoning district along Bruce Way.
Consent Agenda
The consent agenda includes approval of meeting minutes from Sept. 10 and Sept. 14, as well as joint City Council and SEDC meeting minutes from Sept. 11 and Sept. 15.

Paleteria Daisy First Amendment: A resolution approving a first amendment to an economic development performance agreement with Paleteria Daisy, LLC, previously approved by Resolution No. 2026-69. The amendment authorizes an alternative signage design displaying “Paleteria Daisy” and “Daisy’s Ice Cream” without changing the $20,000 facade grant amount. The business, located at 199 US Highway 175, Ste 110, originally planned signage reading “Helados Daisy.”

Highland Drive Traffic Calming: A resolution ratifying and authorizing the design and installation of traffic calming devices—specifically speed humps—in the 533 and 512 blocks of Highland Drive. The project follows a petition signed by at least three-quarters of residents in the area and data showing 85th percentile speeds regularly exceed the posted limit by more than 5 mph. The financial impact is $1,048.36 from Street Maintenance funds, based on a quote from Centerline Supply, Inc.
Public Hearing
A public hearing will be conducted for an ordinance amending the comprehensive zoning ordinance and map for an approximately 2.98-acre tract at 610 West Simonds Road.
The applicant seeks to rezone the property from R-2 Single Family Dwelling District and Light Manufacturing District to Light Manufacturing District. The property, Lot 2, Block 1, Cornerstone Addition, was previously used for a commercial business known as Cornerstone Mechanical.
The Planning and Zoning Commission unanimously recommended approval. The ordinance includes a penalty of up to $2,000 per offense for violations.

Second Reading – T. Bennett Enterprises: The Council will discuss and consider a resolution approving the economic development project with T. Bennett Enterprises, LLC, as reflected in the performance agreement. Staff recommends approval, with a financial impact of up to $20,000 from funds allocated for facade grants. The agreement requires construction to begin by Dec. 1, 2026, and be completed by Dec. 1, 2027.

Municipal Complex Presentation: Representatives from Griffin Swinerton will provide an update on the municipal complex development project. In 2025, the City initiated a Request for Qualifications process for a Public-Private Partnership (P3) to develop a new City Hall or Municipal Complex. An Exclusive Negotiation Agreement was approved on July 13, 2026. No financial action is requested at this time.
