The Seagoville Economic Development Corporation Board of Directors will meet Thursday, August 13, at 7:00 PM in Council Chambers at Seagoville City Hall located at 702 N. Hwy 175.
The agenda includes public hearings on three professional services and performance agreements, a first look at a proposed downtown mural art contest for Seagoville High School students, and an executive session covering four active economic development prospects.
The board is chaired by Jose Hernandez, with Harold Magill serving as Vice Chair. Directors include Barbara S. Sherman, Diane Marshall, Philip Pelayo, Sonya Hill Darby and Shelley D Sipriano. Kirk McDaniel serves as the SEDC’s Director of Economic Development.
Facade Grant for Paleteria Daisy
The board will hold a public hearing and consider a resolution approving an economic development performance agreement with Paleteria Daisy LLC, located at 199 US Highway 175, Suite 110. The agreement would provide a facade grant of up to $20,000 to reimburse fifty percent of costs for a new grease trap and exterior signage improvements, including storefront channel letters, perforated vinyl graphics and a sidewall push through cone sign. Paleteria Daisy previously presented its expansion plans to the board at the July 16 meeting.
Downtown Vision and Branding Study
Directors will also consider a professional services agreement with Stewarding Space LLC, a boutique real estate development firm that specializes in downtown revitalization, for vision and branding services related to Downtown Seagoville. The engagement, capped at $30,000, would include a guided tour of comparable North Texas downtowns and a full day facilitated workshop with staff, board members and stakeholders.
Proposed deliverables include a downtown name selection, vision and mission statements, a brand positioning document, tagline options, logo concepts, a brand style guide, merchandise mockups and a high level site plan of the downtown district. Staff has proposed a completion window of four to six weeks following the tour, with a total project timeline of roughly five to seven weeks from the workshop.
Architecture Services for 107 N Kaufman
A third agreement under consideration is with JQAQ Atelier LLC, led by architect Alicia Quintans, for architectural and design services tied to the SEDC owned building at 107 N Kaufman Street. The proposal outlines converting the roughly 1,800 square foot building into a community oriented space anchored by a coffee shop. The three phase scope, capped at $10,000, covers schematic design and design development, construction documents, and construction administration. The item follows a presentation from Enlightened Cafe at the July 16 meeting regarding a lease for the same building.
Facade Grant Presentations
The board will also receive two informational presentations without taking action. T.Bennett Enterprises will present a facade grant request, and Seagoville Commercial LLC will present a facade grant request for its property at 199 US Highway 175.
Downtown Mural Art Contest
Directors will consider approving rules and procedures for a Downtown Mural Art Contest, developed by staff in partnership with The Walls Project. The contest is open to all currently enrolled Seagoville High School students, submitting individually or in teams of up to three, with entries due by 8 a.m. on October 5.
A seven member evaluation committee, including the City Manager, a representative from The Walls Project, the SEDC Director, the Deputy City Secretary and three Seagoville High School representatives, will narrow entries to three finalists, with the SEDC Board making the final selection.
The winning design will be painted on an SEDC owned downtown wall by a professional muralist, with students invited to participate in a supervised paint day. The winning student or team will receive a $100 gift card to Brockhouse Pit and Pantry, a permanent artist credit plaque, public recognition and a formal letter of recognition. The unveiling is targeted for December 2026.
Executive Session
The board is expected to convene into executive session under Texas Government Code Section 551.087 to discuss commercial and financial information related to four active economic development prospects known as Project Nexus, T.Bennett Enterprises, Seagoville Commercial LLC and Paleteria Daisy. No action is anticipated in open session on those discussions beyond what may follow from the board’s deliberations.
Also on the agenda is approval of the SEDC’s July 16, 2026, regular meeting minutes, along with updates on items of community interest and a discussion of future agenda items.
