Proposed Property Tax Rate and Taxpayer Impact Statement
In compliance with House Bill 1522 passed by the Texas Legislature, the City of Seagoville has published a Taxpayer Impact Statement evaluating the projected impact of the proposed budget and property tax rate for the upcoming 2026–2027 fiscal year.
The council will review and consider accepting the 2026 Certified Tax Rolls from the Dallas Central Appraisal District and Kaufman County Appraisal District, as well as a resolution accepting the proposed tax rate of $0.769910 per $100 valuation.

Major Rezoning Request and Economic Development
The council will conduct public hearings regarding a proposed amendment to the Comprehensive Plan and Zoning Map for an approximate 33.034-acre parcel located at 900 S. US Highway 175 (John D. Merchant Survey, Abstract No. 850). The developer, DC Seagoville, LLC, is seeking to rezone the property from Commercial (C) and Apartment Dwelling (A) to a Planned Development (PD) featuring Local Retail (LR) and Apartment Dwelling (A) base zoning, alongside concept site plans and elevation renderings.
Additionally, council members will vote on the second reading of an economic development agreement between the Seagoville Economic Development Corporation (SEDC) and Gusto Seagoville Plaza, LLC. The performance agreement provides economic development incentives in an amount not to exceed $350,000.
Infrastructure, Municipal Utilities, and Governance
Several infrastructure and community initiatives will also come before the council:
- Water Meter Purchases: The council will vote on authorizing the purchase of water meters from Aqua Metric Sales Company through an HGACBuy cooperative purchasing agreement, in an amount not to exceed $72,516.06.
- Traffic Calming and Right-of-Way: Work session presentations will address potential traffic calming measures along Highland Drive and the North U.S. 175 frontage road, water billing updates, and right-of-way management regulations regarding utility work.
- Carport Regulations: Council will review current municipal regulations governing carports, canopies, and porte cocheres.
- Youth Advisory Commission: A proposed resolution would officially establish a Seagoville “Youth Advisory Commission” to engage young residents in local governance.
- Board & Commission Terms: To align appointment schedules, the council will consider a one-time extension of board and commission terms from June to December, shifting future two-year term cycles to run from January 1 through December 31.
Following the regular agenda, the council will enter an Executive Session to deliberate personnel matters regarding the recruitment, evaluation, and duties of the Municipal Court Judge.
