Public Hearing Held for 35-Acre Park Annexation
The council formally opened a public hearing at 6:39 p.m. regarding the voluntary municipal annexation of 35.05 acres of city-owned land located at 13125 Lewis Street (S. Gilliland Survey, Abstract No. 167; Kaufman County Appraisal District Property ID Nos. 6205 and 6207).
With no members of the public stepping forward to speak, the public hearing closed at 6:40 p.m. The property, recently purchased by the city, is slated for future municipal park development to expand green space and recreational access for growing neighborhoods.
TxDOT FM 148 Bypass Redesignation & Public Safety Impact
TxDOT Kaufman County Area Engineer Nick Quinington presented the official roadway redesignation plan following the completion of the US 175 / FM 148 bypass project.
Alignment & Thoroughfare Adjustments
- FM 148 Routing: FM 148 now diverts onto the newly constructed bypass, temporarily sharing a designation with US 175 before extending north toward Terrell.
- FM 3039 Extension: The former segment of FM 148 connecting FM 3039 back toward the bypass has been redesignated as a continuous extension of FM 3039.
- Farm Spur 148 Creation: The remaining road segment between US 175 and FM 3039 is designated as Farm Spur 148. TxDOT plans to eventually transfer this section off-system to the City of Crandall, enabling local authorities to enforce heavy truck restrictions.
Emergency Services & Addressing Perspective
TxDOT noted that official physical address changes fall under county 911 and municipal jurisdiction. Police Chief and Fire Chief Woodham testified on the operational implications of dual-designated streets. Both chiefs noted that replacing overlapping historic names (such as Fourth Street or Lewis Street) with a single, uniform roadway name improves 911 dispatch clarity and reduces response delays for new officers and firefighters.
Local resident George Woodley (801 S. Fourth St.) voiced concerns regarding address changes, noting that street renaming creates administrative friction for residents until physical street signage is fully updated. TxDOT confirmed that permanent state signage for FM 3039 and FM 148 has been ordered, with several signs already installed along the corridor.
FY 2026–2027 Proposed Tax Rate & Budget Hearings Scheduled
City Manager David Sanchez outlined the city’s Truth-in-Taxation figures provided by the county tax assessor-collector. The administration recommended maintaining the property tax rate at $0.75 per $100 valuation—resulting in no tax rate increase for Crandall property owners for the upcoming fiscal year.

Emergency Services District 7 Contract Approved
Following an executive session convened at 7:13 p.m. pursuant to Texas Government Code Section 551.071 (Legal Consultation), the council reconvened in open session at 7:39 p.m.
On a motion by Council Member Baker, seconded by Council Member Martinez, the council unanimously authorized a Fire Protection and Suppression Contract with Kaufman County Emergency Services District (ESD) No. 7 for Fiscal Year 2027, granting the Mayor authorization to execute the final agreement.
