The Seagoville City Council is scheduled to consider authorizing an application for up to $21 million in grant funding for two waterline projects identified in the city’s water and wastewater master plan.
The proposal is listed on the agenda for the council’s regular meeting Monday, July 27. The meeting begins at 6:30 p.m. in the Training Room at the Seagoville Police Department, 1185 E. Simonds Road.
The funding would be requested from the Texas Water Development Board through its Water Supply and Infrastructure Grant opportunity. Council approval would authorize city staff and the city’s engineering consultant to prepare and submit the application.
Two Waterline Projects Identified
The first project, identified as PL1, involves approximately 5,800 linear feet of 18-inch waterline.
The proposed line would extend from the Ard Road pump station to Simonds Road.
The second project, identified throughout most of the supporting documents as PL2, involves approximately 12,000 linear feet of 12-inch waterline.
That line would extend from Environmental Way to North Watson Street.
The council packet states that both projects are currently being engineered and that the grant application is due by the end of July 2026.
Council Previously Approved Engineering Work
The city’s supporting memorandum says the council approved an agreement with Garver on June 8 under Work Order No. 26 for professional engineering services related to the waterline improvements.
The packet contains an apparent project-number discrepancy that should be clarified.
Most of the documents identify the projects as PL1 and PL2. However, one sentence in the background memorandum refers to “PL1 and PL9 waterline improvements” before describing the second project as PL2.
The packet does not explain whether the reference to PL9 is a typographical error or represents a separate project designation.
Application Would Request Grant Assistance
The proposed resolution states that Seagoville intends to undertake water infrastructure improvements described as waterline improvements and associated appurtenances.
The city would request financial assistance of no more than $21 million to help cover project costs.
The resolution describes the funding as a grant made available to a limited number of Texas communities through the Texas Water Development Board’s Water Supply and Infrastructure Grant program.
Approval of the resolution would authorize the city to apply for the funding. It would not guarantee that Seagoville receives the full amount—or any award.
The council packet does not provide the total estimated construction cost for the two projects, a proposed construction schedule or an estimate of how much local funding might be required.
City Manager Would Be Authorized to File
Under the proposed resolution, City Manager Carey Neal would be designated as Seagoville’s authorized representative for the application.
Neal would be permitted to provide information and execute documents required to prepare and submit the request.
The resolution also identifies professional engineers Kory Wilkinson and Jared Whittier of Garver LLC as authorized to assist with the application and represent the city before the Texas Water Development Board if a hearing is held.
The city’s application materials state that the projects are intended to benefit Seagoville residents and serve the community’s health, safety and general welfare.
No Funding Award Has Been Made
The July 27 agenda item asks the council to authorize the application process. The packet does not indicate that the Texas Water Development Board has approved funding for Seagoville.
The city would still need to submit the completed application and compete for assistance through the grant program.
The proposed resolution does not authorize a construction contract. It also does not identify a contractor or approve the start of construction.
Those decisions would require additional city action if funding is awarded and the projects advance.
