The Seagoville City Council will meet Monday, July 27, for a regular session that will include discussions about the city’s proposed Fiscal Year 2027 budget, property tax rate, utility rates and current financial position.
The meeting begins at 6:30 p.m. in the Training Room at the Seagoville Police Department, 1185 E. Simonds Road. The city’s meeting notice states that minutes will be prepared and made available to the public, but the meeting will not be livestreamed.
One of the most significant agenda items is a discussion of General Fund and Water and Sewer Fund budget items for the 2026–2027 fiscal year. Councilmembers will also receive a presentation on the city’s third-quarter financial results for Fiscal Year 2026 and discuss a separate presentation concerning water, wastewater and stormwater rates.
Proposed Tax Rate Could Increase Median Homestead Bill
A taxpayer impact statement included with the meeting notice provides an early estimate of how the proposed budget and tax rate could affect a median-valued homestead in Seagoville.
The city lists the median homestead value at $237,615. Under the current tax rate of $0.720743 per $100 of taxable value, the estimated city property tax bill is $1,713.
If the City Council adopts the proposed tax rate of $0.734143, the estimated bill for the same property would rise to $1,744, an increase of approximately $31.
The statement also estimates that a balanced budget funded at the preliminary no-new-revenue tax rate of $0.655146 would produce a city property tax bill of approximately $1,557 for the same homestead. The city notes that the no-new-revenue figures remain preliminary and must be confirmed through the Dallas County Tax Office’s official tax-rate calculation.
The proposed budget and tax rate have not been finalized. City officials intend to adopt the 2026–2027 budget on or before September 30, and the City Council may revise both the budget and tax rate before final approval.
The taxpayer impact statement contains a reference to the proposed budget and tax rate being discussed at a meeting on August 2, although the document was included with the notice for the July 27 meeting. Residents following the budget process should watch for subsequent meeting notices and updated financial estimates.
Water Infrastructure Funding Also on Agenda
Councilmembers will consider a resolution requesting financial participation from the Texas Water Development Board. The proposed action would authorize the city to submit an application for financial assistance and approve related findings and documentation.
The agenda identifies the request as connected to the Water Infrastructure Sustainability Grant Program. The meeting notice does not specify the amount of funding being requested or provide a detailed description of the project that could receive the assistance.
The council will also consider approving minutes from its July 13 meeting.
Seagoville Library Day Proclamation Planned
Earlier in the meeting, Mayor Dennis K. Childress is scheduled to present a proclamation to the Seagoville Library director and staff recognizing Seagoville Library Day.
The agenda will also include the mayor’s report, community-interest announcements, councilmember reports and discussion of possible items for future agendas.
Residents who want to speak during the public-comment portion of the meeting must register with the city secretary. Each registered speaker will receive three minutes. Under the city’s stated meeting procedures, councilmembers may not discuss or take action on matters raised during public comments unless those matters have been properly posted on an agenda.
The city’s next listed council meetings are scheduled for Monday, August 10, and Monday, August 24.
