The Seagoville Economic Development Corporation is moving forward with several business-development initiatives following its July 16 regular meeting, including a major infrastructure agreement connected with a planned restaurant development.
The board has also reviewed proposals involving a downtown coffee shop, a potential second location for Paleteria Daisy and improvements at a North Kaufman Street property.
Gusto Plaza Agreement Supports Planned Chipotle
The SEDC has unanimously approved an Economic Development Performance Agreement with Gusto Seagoville Plaza LLC in an amount not to exceed $350,000.
The funding is designated for sanitary sewer infrastructure needed to support development at 100 Crestview Lane. City documents identify a Chipotle Mexican Grill restaurant as the planned first phase of the development.
The incentive package includes a reimbursement grant of up to $235,000 for sewer infrastructure and as much as $115,000 in sales-tax grants over time. The sales-tax portion is tied to sales-tax revenue generated by the restaurant.
The project has been under SEDC consideration since May, when the developer presented plans and requested assistance with sanitary sewer improvements. The agreement also requires approval by the Seagoville City Council and is subject to other conditions outlined in the development agreement.
Enlightened Café Seeks Downtown Location
Enlightened Café is pursuing its first permanent location at the SEDC-owned property at 107 N. Kaufman St.
Founder Stephanie Sanchez is presenting plans for the specialty coffee business, which launched in January as a mobile coffee cart serving markets, community events and private gatherings. According to city documents, private and corporate event bookings have become the company’s primary revenue source.
Enlightened Café has identified the North Kaufman property as its preferred location. The SEDC agenda packet lists an estimated rental payment of $1,250.
Paleteria Daisy Considers Second Location
Paleteria Daisy is considering expanding to a second location at 199 N. U.S. Highway 175.
The business is seeking a $25,000 SEDC facade grant to help make improvements to the proposed site. Its application identifies a grease trap, LED signage and exterior decorative vinyl among the improvements.
Owner Daisy Garcia is also planning future expansion that includes producing homemade ice cream.
Paleteria Daisy currently operates near Seagoville High School outside the Seagoville city limits.
1503 N. Kaufman Grant Request Pulled
A separate facade-grant request involving 1503 N. Kaufman St. is no longer moving forward at this meeting after the applicant requests that the item be pulled.
The application seeks $14,395 toward construction of a concrete parking area as part of renovations to the property.
City staff documents say plans for the site include three businesses: an income-tax and insurance firm, a shop selling 3D-printed products and pens, and a vehicle sales lot.
Hernandez, Magill Selected to Lead SEDC
Jose Hernandez continues as chairman of the Seagoville Economic Development Corporation after receiving unanimous support from the five board members participating in the meeting.
Harold Magill also receives a unanimous vote to serve as vice chairman.
The SEDC bylaws call for the board to select its chair and vice chair each July for one-year terms or until successors are selected.
Additional Economic Development Discussions
The board’s closed session includes economic-development negotiations involving 2405 N. U.S. Highway 175, KRR Malloy Bridge Retail and Project Nexus, along with matters connected to the business proposals on the regular agenda.
The board takes no action after returning to open session.
