The Seagoville City Council will consider a wide range of infrastructure, economic-development and public-safety proposals during its Monday, July 13 meeting, including funding for Bruce Central Park improvements, a police retention payment and preliminary planning for a possible new municipal complex.
The council’s work session is scheduled to begin at 6:30 p.m., followed by the regular session at 7 p.m. at Seagoville City Hall, 702 North Highway 175.
Bruce Central Park pond project proposed
The Seagoville Economic Development Corporation is seeking approval of a contract with TX Lake Walls for an amount not to exceed $400,000.
Agenda materials identify the proposal as a Bruce Park pond project. The council will discuss the agreement during the work session before considering it for final approval during the regular meeting.
Development agreement for Onward Subs
The council will also review a proposed economic-development performance agreement between the SEDC and Onward Subs Seagoville LLC.
The agreement would provide up to $120,000 for necessary site improvements. The agenda does not identify the restaurant brand or provide a project location, construction timeline or opening date.
Police officer retention payment considered
Council members are scheduled to consider authorizing a one-time lump-sum recognition and retention payment for patrol officers.
The published agenda does not state the proposed payment amount, eligibility requirements or total cost to the city. The proposal follows the council’s June discussion about making Police Department compensation more competitive with surrounding communities.
Municipal complex negotiations proposed
Another agenda item would authorize an exclusive negotiating agreement with Griffin/Swinerton LLC for preliminary master-developer services connected to a proposed public-private partnership for a City Hall and municipal complex project.
The agreement would allow the city and the company to begin preliminary negotiations and planning. The agenda does not identify a proposed site, total project cost or construction schedule.
Crestview development request includes public hearing
The council will conduct a public hearing on a zoning request involving approximately 2.36 acres at 100 Crestview Drive.
The proposal would change the property from a planned development with local-retail base zoning to an amended planned development with local-retail zoning. It also includes consideration of an amended site concept plan.
A related item would approve a facilities agreement for infrastructure with Gusto Seagoville Plaza LLC for property listed on the agenda as 100 Crestview Lane.
Four-way stop under review
During the work session, council members will receive a presentation and provide direction to city staff regarding a possible four-way stop at Ross Lane and Oakbrook Lane.
The agenda does not indicate whether a traffic study has been completed or whether staff is recommending installation of the stop signs.
Utility rates presentation scheduled
The council is also scheduled to receive and discuss a presentation covering the city’s water, wastewater and stormwater rates.

Economic-development policy and budget
Council members will consider adopting a joint economic-development incentive policy for the City of Seagoville and the SEDC.

A separate proposal would approve an annual landscaping contract of up to $7,500 with Perfect Finish Landscaping for lawn-care services at 2108 North U.S. Highway 175.
Public-works financing notice considered
The council will discuss authorizing publication of a notice stating the city’s intention to issue certificates of obligation for the design, acquisition, construction and improvement of certain public works.

City manager nominated for state risk-pool board
The council will consider nominating City Manager Carey D. Neal Jr. for Place 1 on the Texas Municipal League Intergovernmental Risk Pool Board of Trustees.
The nomination would be for a six-year term running from 2026 through 2032.
The council is also scheduled to meet in closed executive session for legal consultation regarding pending litigation involving the Seagoville Residents Association, the City of Seagoville and Target Builders LLC.
