The Seagoville City Council will meet Monday, July 13, for a work session and regular meeting featuring discussions on economic development incentives, utility rates, a proposed municipal complex, public works financing and several development-related agreements.
The work session will begin at 6:30 p.m., followed by the regular session at 7 p.m. Both sessions will be held in the Council Chambers at Seagoville City Hall, 702 N. Highway 175.
During the work session, council members are scheduled to review the proposed Seagoville Economic Development Corporation budget for the fiscal year beginning Oct. 1, 2026, and ending Sept. 30, 2027.
The council will also discuss an SEDC contract with TX Lake Walls for an amount not to exceed $400,000, an economic development performance agreement with Onward Subs Seagoville, LLC for up to $120,000 in site improvements, and an annual landscaping agreement with Perfect Finish Landscaping for up to $7,500.
Another major work-session item will be a presentation on the city’s water, wastewater and stormwater rates. Council members are also expected to consider staff direction regarding the possible installation of a four-way stop at Ross Lane and Oakbrook Lane.
The regular meeting will include a public hearing on a requested zoning change involving approximately 2.36 acres at 100 Crestview Drive. The proposal would amend the property’s planned development zoning and approve a revised site concept plan.
Council members will also consider a facilities agreement with Gusto Seagoville Plaza, LLC for infrastructure connected to the property at 100 Crestview Lane.
A separate agenda item calls for consideration of an exclusive negotiating agreement with Griffin/Swinerton, LLC for preliminary master developer services related to a proposed public-private partnership involving a new City Hall or municipal complex.
The council will also consider adopting a joint economic development incentive policy between the City of Seagoville and the Seagoville Economic Development Corporation.
Several SEDC items will return for second readings, including the proposed fiscal year 2027 budget, the TX Lake Walls contract, the Onward Subs performance agreement and the Perfect Finish Landscaping contract.
Public safety and employee retention will also be addressed. The council is scheduled to consider a one-time lump-sum recognition and retention payment for patrol officers.
Another significant item involves authorizing publication of a notice of intent to issue certificates of obligation for the design, acquisition, construction and improvement of certain public works projects. The agenda does not specify the total amount of the proposed certificates.
Council members will also consider nominating City Manager Carey D. Neal Jr. to serve on the Texas Municipal League Intergovernmental Risk Pool Board of Trustees for a six-year term running from 2026 through 2032.
The council is expected to enter a closed executive session to consult with its attorney regarding the lawsuit titled Seagoville Residents Association v. City of Seagoville and Target Builders, LLC. Any action resulting from the executive session would be taken after the council returns to open session.
Residents wishing to speak during the public-comment portion of the meeting must register with the city secretary. Each registered speaker will receive three minutes. The council may not discuss or take action on matters raised during public comments unless the subject is listed elsewhere on the agenda.
