The Crandall City Council held a Special Meeting on Tuesday, March 24, 2026, at 6:30 p.m. in the Court Chambers of the Police and Municipal Court Building, where members approved a resolution to pursue state grant funding for downtown improvements and tabled a request related to the Eagle Crest development.
Mayor David Lindsey called the meeting to order at 6:31 p.m. and led the invocation, followed by the Pledge of Allegiance. Mayor Pro Tem Scott Rogers was absent. Council Members Tim Atkins, Adam Holden, and Caleb Allen were present, and a quorum was declared. City Manager David Sanchez also attended.
Downtown Revitalization Grant Application
City Manager Sanchez presented Resolution No. 03242026, which authorizes the city to submit an application to the Texas Department of Agriculture for funding through the Texas Community Development Block Grant Downtown Revitalization Program. The resolution also names Mayor Lindsey as the city’s authorized representative for the application and commits the city to providing local matching funds.
Sanchez gave the council an overview of the grant, including eligible activities under the program, the grant amount and required local match, and the application timeline.
Councilmember Atkins asked whether the funding could be used for new sidewalk rehabilitation work. Sanchez said he would confirm that detail.
Councilmember Holden made a motion to approve the resolution. Councilmember Allen seconded the motion, and it passed by a unanimous vote of three to zero.
Eagle Crest Plat Extension Tabled
The council also took up an item regarding a twenty four month waiver to subdivision ordinance requirements for preliminary plat extensions, originally approved on May 6, 2024. The waiver applies to property owner CLH Crandall, LLC and Cambridge Homes, LLC in connection with the Eagle Crest development.
Mayor Lindsey told the council that Cambridge Homes had requested the item be tabled so the company could present its request to the council at a future date. City Manager Sanchez and the council discussed the item.
Councilmember Holden made a motion to table the agenda item. Councilmember Atkins seconded the motion, and it carried by a unanimous vote of three to zero.

Councilmember Holden made a motion to adjourn the meeting at 6:48 p.m. Councilmember Allen seconded the motion, and it passed by a unanimous vote of three to zero.
