Starbucks is expected to join River Ridge Plaza along U.S. Highway 175 in Crandall, according to a newly posted city manager’s report. The proposed shopping center would bring a drive-through coffee option and additional retail space to the area behind QuikTrip.
The report, included in the agenda for the Crandall Economic Development Corporation’s November 9 meeting, says officials have held a preconstruction meeting for the development. It identifies Starbucks and several smaller retail businesses as expected tenants, providing a clearer picture of the project’s anticipated lineup.
Preconstruction Meeting Marks Progress
The update represents a meaningful planning milestone, although it does not establish that building construction has started. As of November 4, the November 9 meeting remains upcoming, and the written report should be understood as information released ahead of that meeting.
A separate Texas Department of Licensing and Regulation filing identifies the development as River Ridge Plaza Shopping Center. Registered May 28, the project calls for a 9,253-square-foot, single-story retail shell building with a drive-through and an estimated construction cost of approximately $2.09 million.
The filing lists RR Plaza, LTD as the owner, Jim Meara as the owner’s contact, and NCA Partners as the design firm. Its address identifies the Highway 175 corridor in Crandall, while the city manager’s report supplies the more specific description behind QuikTrip.
Leasing Material Identifies Starbucks Space
Publicly indexed leasing material associated with Robert Meara of The Meara Company provides additional support for the anticipated coffee shop. That material describes an approximately 9,200-square-foot retail building featuring a 2,200-square-foot Starbucks with a drive-through and approximately 7,000 square feet available for other businesses.
The leasing description broadly matches the size and drive-through component in the state construction record. However, marketing material does not establish that a store is ready to open, and the reviewed records do not include an independently verified Starbucks corporate announcement.
The state filing also leaves its tenant field unassigned. Because the registered work concerns a retail shell building, that entry does not by itself resolve which businesses have signed leases or whether separate tenant construction applications have been submitted.
Opening Date Remains Unconfirmed
Timing remains the largest unanswered question for residents. The state record lists an August 1, 2026, construction start and September 15, 2027, completion, but those are dates supplied for the registered construction scope rather than verified measures of work completed.
The newer city report describes River Ridge Plaza as getting closer to construction. Taken together, the documents support reporting continued development activity, but they do not establish that the original August start occurred or that Starbucks will begin serving customers in September 2027.
The project’s listed status of “Review Complete” also requires context. It appears within the state’s architectural barriers program and should not be treated as confirmation that every local permit has been issued or that the shopping center has passed final inspections.
What Happens Next
For a future opening update, the most useful evidence would include a Starbucks-specific construction filing, local permit and inspection records, a certificate of occupancy, or an announcement from the company.
Those milestones would help distinguish completion of the shopping-center shell from readiness of the individual coffee shop.
For now, the city’s identification of Starbucks and its report of a completed preconstruction meeting provide a substantive update for River Ridge Plaza. The expected tenant is publicly documented, while the construction timetable and customer opening date remain unconfirmed.
