A review of Texas Department of Public Safety (DPS) registry records shows 75 registered sex offenders currently associated with Seagoville, Crandall and Combine, including five whose state risk classification is listed as High. Seagoville Has the Largest Total
Seagoville has by far the largest registrant count of the three communities. A broader public records aggregator, City Data, listed 53 people as living in Seagoville on Aug. 27.
A record by record review found that six of those entries were tied to registries outside Texas rather than to the Texas DPS system. Because this report focuses specifically on the Texas DPS registry, those six were excluded, leaving 47 Texas DPS linked records for Seagoville.
Four of those 47 Seagoville records are classified High risk. The remaining registrants fall into Low, Moderate and Not Reported categories, according to current DPS linked records.
The City of Seagoville directs residents to the statewide public registry for offender information, and the Seagoville Police Department handles local registration, verification and notification duties for offenders required to register in the city.
Crandall Has One High Risk Registrant
The most recent city level data reviewed for Crandall listed 26 registered sex offenders. A review of the individual records identified one Crandall registrant classified as High risk, with the rest spread across Low, Moderate and Not Reported classifications.
The Crandall Police Department provides residents a direct link to the Texas DPS registry from its city website.
Combine Has Two Registrants
Combine has the smallest total of the three communities, with two registered offenders in the most recent data for the 75159 ZIP code, according to City Data. Both current records are classified Low and Moderate, meaning neither is currently listed as High risk.
Understanding Texas’ Risk Classification System
Texas uses a three level sex offender risk assessment system: Level 1 is Low, Level 2 is Moderate and Level 3 is High.
Under the Texas Code of Criminal Procedure, the Level 3 category reflects a score on the state’s screening tool indicating the person poses a serious danger to the community and is expected to continue engaging in criminal sexual conduct.
The system uses an objective point based scale, though officials can override an assigned level when they determine it does not accurately predict a person’s risk, as long as the reason is documented.
Risk level should not be confused with the seriousness of a person’s original conviction. It is an assessment of danger and likely future behavior, while the registry separately lists the offense or offenses that created the registration requirement.

High Risk Offenders Trigger Additional Notification
Texas law provides extra public notification when a High risk offender is involved.
According to the Texas DPS, when the agency receives notice that a Level 3 registrant or a civilly committed sexually violent predator is being released into a community, or intends to move to a new address, DPS provides written community notification.
State law also permits local law enforcement agencies to issue additional public notice concerning Level 3 registrants.
