Seagoville City Council to Review FY2027 Budget, Economic Development Projects and Crime Control District

The Seagoville City Council will meet Monday, Aug. 24, with several major financial, economic development and public safety items scheduled for discussion, including the city’s proposed Fiscal Year 2027 budget, three Seagoville Economic Development Corporation projects, and the possible creation of a Crime Control and Prevention District.

The council’s work session begins at 6:30 p.m. at Seagoville City Hall, 702 N. Highway 175. The regular session is scheduled to begin at 7 p.m.

Economic Development Projects

Council members are scheduled to review three SEDC projects during the work session before considering them on second reading during the regular meeting.

One proposal would approve an economic development performance agreement with Paleteria Daisy LLC for a facade grant of up to $20,000.

Another would ratify and approve the engagement of Stewarding Space LLC for downtown vision and branding professional services at a cost not to exceed $30,000.

The third proposal would authorize JQAQ Atelier LLC to provide architectural services associated with renovation of the building at 107 N. Kaufman Street for an amount not to exceed $10,000.

FY2027 Budget and Property Tax Impact

The council is also scheduled to receive a presentation on the city’s proposed Fiscal Year 2027 budget.

According to the Taxpayer Impact Statement included with the meeting agenda, the median-valued homestead in Seagoville is listed at $241,546.

The document estimates a current fiscal-year property tax bill of $1,740 based on a tax rate of $0.720743. Under the proposed budget and a proposed tax rate of $0.769910, the estimated tax bill on the same median-valued property would increase to $1,860.

For comparison, the city estimates a tax bill of $1,708 if a balanced budget were funded using the no-new-revenue tax rate of $0.707260.

The proposed budget and tax rate remain subject to change before final adoption. The city intends to adopt its 2026-27 budget on or before Sept. 30.

Crime Control and Prevention District

During the work session, council members are expected to discuss the possible creation of a Crime Control and Prevention District.

The agenda lists the subject for discussion but does not specify a proposed tax rate, funding amount, election date or detailed plan for how a district would operate. Any future steps would depend on subsequent council action.

Hotel-Motel Tax Funding

The council will receive a presentation from the Chamber of Commerce concerning Fiscal Year 2027 funding for community events using revenue from the city’s hotel and motel tax.

The presentation is scheduled during the work session.

Public Works Financing

Council members will consider a resolution authorizing publication of notice of the city’s intent to issue certificates of obligation for the design, acquisition, construction and improvement of certain public works.

The agenda does not specify the total amount of the proposed certificates of obligation or identify individual projects within the agenda item.

Board and Commission Appointments

The council is scheduled to discuss and consider appointments to vacancies on the Citizens Charter Review Commission and the Planning and Zoning Commission.

Household Hazardous Waste Agreement

Another item would authorize Mayor Dennis K. Childress to execute an amendment to the city’s Household Hazardous Waste Interlocal Agreement with Dallas County.

The proposed amendment would cover the period from Oct. 1, 2026, through Sept. 30, 2027.

Municipal Court Judge and Traffic Calming

The council plans to enter executive session to discuss personnel matters involving the municipal court judge.

Following the closed session, council members are scheduled to consider a resolution approving the First Amendment to an agreement between the city and Municipal Court Judge Scott Kurth.

A separate executive session is scheduled for the council to receive legal advice regarding traffic calming devices.

Proposed Stop Sign

Council members will also consider an ordinance authorizing installation of a stop sign on the southbound lane of Highland Drive at its intersection with Earl Street.

The proposed ordinance includes a maximum fine of $200 for each violation.

Public Comments

Residents wishing to speak during the public comments portion of the meeting must first register with the city secretary. Registered speakers are allotted three minutes.

The agenda also includes proclamations recognizing the city’s Code Enforcement staff and local schools, consideration of the Aug. 10 City Council meeting minutes, an update to the Seagoville Santorini Public Improvement District service and assessment plan, and councilmember reports on matters of community interest.
