Seagoville High Credential Data Draws Scrutiny in New Federal Report
New TEA data shows the campus outpaced Dallas ISD and the state in emergency teaching credentials.
More than one in five teaching positions at Seagoville High School were assigned outside the educator’s certified field. The finding appears in the campus 2025 Federal Report Card from the Texas Education Agency.
The same report also flags a higher than average use of emergency credentials. Both figures topped the rates reported for Dallas ISD and for Texas overall.

Emergency Credentials Show the Largest Gap
The widest gap showed up in emergency and provisional credentials. Seagoville High posted a rate of 12.4 percent, more than twice the Dallas ISD figure.
The campus rate was also more than three times the statewide figure of 3.6 percent. Texas offers several pathways that let teachers work while completing certification.
An emergency permit can apply to a certified teacher assigned outside that certification. It can also apply to someone enrolled in an approved preparation program.
The Seagoville High report does not specify which pathway applied to its 14.1 FTE positions.
Out of Field Rate Near the District Average
Seagoville High’s out of field rate was closer to the district average. The campus reported 22.5 percent of positions outside the certified subject, compared with 21.2 percent across Dallas ISD.
That is 1.3 percentage points above the district figure. The gap widened against the state number.
Seagoville High topped the statewide rate of 15.4 percent by 7.1 percentage points.
An out of field designation does not always mean a teacher held no certification at all. It means the credential did not match the assigned subject under state rules.
The federal report does not name the affected departments or courses. It is unclear whether the assignments were concentrated in one subject or spread across the campus.
High Poverty School Comparison
The federal report labels Seagoville High a high poverty school. That makes comparisons with other high poverty campuses especially useful.

Seagoville High’s out of field rate matched the Dallas ISD high poverty average exactly. Its emergency credential rate remained about twice as high.
Experience Was Near the State Average
Seagoville High reported 15.2 percent of positions in the inexperienced category. That equals 18.4 FTE positions.
That rate topped Dallas ISD by 1.4 percentage points. It landed slightly below the statewide figure of 15.4 percent.
Among high poverty campuses, Dallas ISD reported 14.5 percent and Texas reported 18.2 percent. Seagoville High remained close to comparable district campuses.
Texas defines an inexperienced teacher as someone in the first two years of teaching. The designation measures experience only, not effectiveness.
What the Numbers Mean
Federal law requires states to publish these three measures every year. Texas applies its own rules for certification and assignment.
The three percentages should not be added together. Each one measures something different, and the same position can appear in more than one category.
The report is not a rating of teacher effectiveness. It contains no classroom observations or performance evaluations.
The data shows Seagoville High relied more heavily on emergency credentials than Dallas ISD or Texas. Its out of field rate stayed close to the district average but well above the state number.
