The city has now selected a private development team, approved an exclusive negotiating agreement, and begun the work that could determine where a new City Hall would be built, how large it would be, what other public facilities would be included, and how the project could be financed.

But the project is still in its earliest development stage.

The Seagoville City Council approved an exclusive negotiating agreement with Griffin Swinerton LLC on July 13 for preliminary master-developer services connected to a proposed public-private partnership, commonly called a P3.

Over the next several months, the company and city staff are expected to develop what officials described as an actionable master plan. That work is supposed to answer some of the biggest unanswered questions about what could become one of Seagoville’s largest municipal construction projects.

City Hall Is the Centerpiece

The project began publicly taking shape in 2025, when Seagoville issued a Request for Qualifications seeking development teams interested in designing and constructing a new City Hall or broader municipal complex.

The city’s preliminary facility program gives residents the clearest picture yet of what could eventually be built.

City Hall functions could include offices for the mayor and City Council, City Manager, City Secretary, Finance Department, Human Resources, Community Development, and Utility Billing.

A new council chamber would also be part of the potential complex.

Significantly, the preliminary program also lists the Seagoville Public Library among the functions that could be incorporated into the facility.

Other proposed components include a public lobby, community meeting spaces, break rooms, storage areas, information-technology and server rooms, mechanical and electrical areas, parking, landscaping, and improved vehicle and pedestrian circulation.

Those components remain preliminary. The final size and mix of facilities have not been approved.

Where Would It Be Built?

That remains one of the biggest questions.

The original 2025 solicitation said Seagoville owned land designated for the proposed facility and intended to use city-owned property as part of the development partnership.

However, by the July 2026 council meeting, city officials said one purpose of the new agreement was to determine which potential site actually makes the most sense.

Economic Development Director Kirk McDaniel told the council that the preliminary phase would examine where a new City Hall should go, how large it should be, and whether the proposed site is suitable for construction.

The work includes geotechnical analysis, environmental due diligence, utility availability, site circulation, parking, landscaping, and possible future expansion.

That means residents should not treat any particular property as the confirmed location yet.

As of September, the city has not publicly approved a final address or legal description for the new municipal complex.

A $375,000 First Phase

The agreement approved in July covers approximately $375,000 to $376,000 in preliminary development work.

Griffin Swinerton representatives told the council that the company would advance those predevelopment funds while the initial concept is being developed.

If Seagoville ultimately decides to continue with the project, that money would roll into the next predevelopment phase.

If the city chooses not to proceed, McDaniel said Seagoville would reimburse the approximately $375,000. The city would still receive the master plan and other work produced during the preliminary phase.

The arrangement therefore does not commit Seagoville to constructing the municipal complex.

Council members will have another decision to make after the preliminary work is completed.

Three Steps Before Construction

Griffin Swinerton outlined a three-stage development process.

The current exclusive negotiating period is essentially the feasibility and concept stage. It includes site evaluation, needs assessment, preliminary planning, and development of a concept that city officials can evaluate.

If the council decides to continue, the project would advance into a more detailed predevelopment agreement. That stage would include schematic design and additional design development needed to establish a guaranteed maximum price.

Only after that process would the project move toward final construction documents and construction.

Company representatives emphasized that the city would have opportunities to stop the process between stages rather than committing immediately to the entire project.

City officials said in July that they expected the initial master plan and site recommendation could return to the council around December 2026 or January 2027.

How Could Seagoville Pay for It?

No final financing package has been approved.

That distinction is important because the public-private partnership model does not mean a private company simply pays for a new City Hall.

The city’s original RFQ required potential developers to propose financing strategies, including possible lease-purchase arrangements, phased payments, or other P3 structures.

The city specifically said its goal was to minimize upfront municipal spending while retaining public ownership of the facility.

Griffin Swinerton presented another potential approach in July.

Company representatives said their model frequently uses project-specific local government corporations or public facility corporations to access tax-exempt financing.

The company is described as a fee developer rather than a private landlord, and said the intent would be for the public entity to retain control and ownership.

That was a description of the developer’s proposed approach—not an approved Seagoville financing plan.

The actual debt structure, repayment period, interest costs, annual payments, funding sources, and taxpayer impact remain to be determined.

Those numbers will become some of the most important information to watch if the project reaches the next stage.

Developer Could Handle Much More Than Construction

The potential development partner’s role would extend well beyond constructing the building.

Seagoville’s solicitation calls for the developer to coordinate master planning, architecture, engineering, construction management, scheduling, subcontractors, permitting, inspections, and financing strategies.

The developer is also expected to conduct environmental and geotechnical studies, evaluate utilities, determine municipal space needs, and prepare construction documents.

The city requested a project delivered through a guaranteed maximum price or comparable risk-sharing system.

Griffin Swinerton told council members its approach would ultimately establish a guaranteed cost and completion schedule, with responsibility for qualifying cost overruns and delays shifting to the development team under the final project agreement.

Those protections will become important details when a definitive contract eventually comes before the council.

Could the Complex Include More?

Possibly—but residents should distinguish between what Seagoville has listed and examples shown by the developer.

During its July presentation, Griffin Swinerton highlighted its Downtown East development in Pflugerville, where a larger civic campus incorporates a new City Hall, recreation center, public plaza, parking structure, retail space, and other development.

That does not mean those features have been approved for Seagoville.

Seagoville’s own preliminary program currently identifies City Hall departments, the library, public meeting areas, support space, parking, and associated site improvements.

There is currently no approved Seagoville plan showing a recreation center, retail development, café, or similar components as part of the municipal complex.

The city is also separately pursuing a new central fire station. Nothing in the municipal-complex documents reviewed establishes that the new fire station would be incorporated into the City Hall complex.

What Happens Next

The next major milestone should be much more consequential than the July negotiating agreement.

Griffin Swinerton and city staff are now expected to determine a preferred location, calculate space requirements, conduct site investigations, develop a preliminary layout, estimate costs, and present possible financing structures.

At that point, council members should have something they do not have today: an actual municipal-complex proposal that residents can evaluate.

The questions will then become much more specific.

How much land will be required? Will the library move? How many square feet will the new City Hall contain? What happens to the existing City Hall property at 702 North Highway 175? What will construction cost?

How much debt would Seagoville assume? What would the annual payments be? And will combining multiple public services into one campus save the city money over the long term?

For now, the municipal complex should be viewed as an active planning project—not an approved construction project.

If the preliminary work returns to the council around December or January as anticipated, Seagoville residents could soon get their first detailed look at what the city’s next City Hall might actually become.
