<p class="Paragraph-kKnbIo" dir="auto">The clearest documented difference is size. The earlier project covered 5,865 square feet on East Simonds Road. Specifications for the new central station at 902 N. Kaufman St. estimate 15,000–16,000 square feet—approximately 2.6 to 2.7 times as large.</p>
<p class="Paragraph-kKnbIo" dir="auto">The current procurement also includes improvements at the existing East Simonds Road station. However, the records reviewed do not provide an itemized budget assigning the difference to construction prices, equipment, professional fees or other expenses.</p>
<h3 class="Heading-Ro3lZr" dir="auto">The earlier project was Station 2</h3>
<p class="Paragraph-kKnbIo" dir="auto">The Texas Department of Licensing and Regulation record, registered March 6, 2020, identifies a new station at 1189 E. Simonds Road. It lists three bays, four living quarters, an office and a kitchen.</p>
<p class="Paragraph-kKnbIo" dir="auto">The filing gives an estimated cost of $1.2 million, a listed start date of March 15, 2020, and a listed completion date of January 4, 2021. Its current status is “Project Closed.”</p>
<p class="Paragraph-kKnbIo" dir="auto">The city’s 2026 specifications identify that same address as Fire Station 2. The proposed new building is Fire Station 1 on North Kaufman Street.</p>
<p class="Paragraph-kKnbIo" dir="auto">That distinction matters: the city is not simply revising the price of the same building.</p>
<p class="Paragraph-kKnbIo" dir="auto">The $1.2 million figure also remains an estimate in an accessibility registration record. That record does not establish the city’s final expenditure or identify separate amounts for land, equipment, design and financing.</p>
<h3 class="Heading-Ro3lZr" dir="auto">A larger station with more functions</h3>
<p class="Paragraph-kKnbIo" dir="auto">The proposed central station expands both apparatus capacity and the building’s functions.</p>

<p class="Paragraph-kKnbIo" dir="auto">The new specifications include a 30-person training room, administrative offices, gear decontamination facilities, an isolated bunker-gear room, a workout room and an integrated station-alerting system.</p>
<p class="Paragraph-kKnbIo" dir="auto">These are documented additions to the proposed scope. Their individual costs are not supplied.</p>
<h3 class="Heading-Ro3lZr" dir="auto">Land is already owned</h3>
<p class="Paragraph-kKnbIo" dir="auto">An August 31 city memorandum states that Seagoville already owns the designated North Kaufman Street property and intends to provide the site.</p>
<p class="Paragraph-kKnbIo" dir="auto">That means the records do not support attributing the difference to a new land purchase.</p>
<p class="Paragraph-kKnbIo" dir="auto">Ownership does not settle site-development costs, however. The request for qualifications calls for environmental assessments, geotechnical studies, utility review and planning for circulation, parking, landscaping and future expansion.</p>
<p class="Paragraph-kKnbIo" dir="auto">It also seeks architectural and engineering services, construction management, permitting coordination, commissioning and staff training. The selected team is expected to deliver the project under a guaranteed maximum price or an equivalent arrangement for sharing risk.</p>
<p class="Paragraph-kKnbIo" dir="auto">The memorandum requests cost estimates as a future deliverable; it does not provide a completed cost breakdown.</p>
<h3 class="Heading-Ro3lZr" dir="auto">The package includes work at Station 2</h3>
<p class="Paragraph-kKnbIo" dir="auto">The procurement covers improvements at the existing station as well as construction of the new one.</p>
<p class="Paragraph-kKnbIo" dir="auto">For Station 2, specifications call for a dispatch-integrated alerting system, zoned tones and lighting, and electrical and networking upgrades as needed.</p>
<p class="Paragraph-kKnbIo" dir="auto">That broadens the procurement beyond a single new building. The documents reviewed do not identify the price of those upgrades or establish how much of the proposed borrowing would be allocated to them.</p>
<h3 class="Heading-Ro3lZr" dir="auto">The current notice says $7.15 million</h3>
<p class="Paragraph-kKnbIo" dir="auto">The July 13 council discussion referenced approximately $7.5 million as a planning ceiling for financing the central station and related improvements, including design, construction, furnishings and equipment.</p>
<p class="Paragraph-kKnbIo" dir="auto">The later, formal notice lists a maximum principal amount of <strong class="font-semibold">$7.15 million</strong>, with October 19, 2026, tentatively scheduled for council action authorizing issuance.</p>
<p class="Paragraph-kKnbIo" dir="auto">The notice describes a fire station near Kaufman and Hall streets, associated materials and equipment, rights-of-way and professional services.</p>
<p class="Paragraph-kKnbIo" dir="auto">A borrowing ceiling is not a construction bid or a final project price. It also does not establish whether borrowed money would pay the entire project cost or be combined with other city resources.</p>
<p class="Paragraph-kKnbIo" dir="auto">Subtracting the old $1.2 million estimate from the current $7.15 million ceiling produces a $5.95 million difference. Describing that as a construction overrun would be misleading because the figures concern different projects and different financial measures.</p>
<h3 class="Heading-Ro3lZr" dir="auto">Inflation and other costs remain unquantified</h3>
<p class="Paragraph-kKnbIo" dir="auto">The reviewed records do not isolate a construction-inflation allowance. Consequently, no verified dollar amount or percentage of the difference can be attributed to inflation.</p>
<p class="Paragraph-kKnbIo" dir="auto">The same limitation applies to demolition, furnishings and debt-issuance expenses. Furnishing and equipping were included in the July financing discussion, but no separate amounts were established in the reviewed documents.</p>
<p class="Paragraph-kKnbIo" dir="auto">Professional services are expressly included in the current financing purpose. Their individual fees remain unidentified.</p>
<p class="Paragraph-kKnbIo" dir="auto">To reconcile the figures, an accounting would need the final cost of Station 2 and an itemized budget for Station 1, including site work, construction, equipment, professional services, contingencies and the separate Station 2 improvements.</p>
<h3 class="Heading-Ro3lZr" dir="auto">Interest is another taxpayer expense</h3>
<p class="Paragraph-kKnbIo" dir="auto">The city’s notice estimates combined principal and interest of <strong class="font-semibold">$11.432 million</strong>, using an assumed 5% interest rate. Compared with the $7.15 million maximum principal, that implies approximately <strong class="font-semibold">$4.282 million in interest</strong> under the illustration.</p>
<p class="Paragraph-kKnbIo" dir="auto">Those are preliminary financing figures, not a final repayment schedule. The notice allows maturities of up to 40 years; it does not establish that the debt will run for that full period.</p>
<p class="Paragraph-kKnbIo" dir="auto">Interest would add to the cost of borrowing over time. It should be reported separately from the cost of designing, building and equipping the station.</p>
<p class="Paragraph-kKnbIo" dir="auto">As of October 6, the procurement schedule anticipates selecting a development partner November 30, with agreement negotiations still to be determined. The documented explanation for the larger financial proposal is a substantially larger central facility and broader work.</p>
<p class="Paragraph-kKnbIo" dir="auto">A precise explanation of every additional dollar still requires the final project budget and financing terms.</p>
