Families have 18 days to begin planning their visits to SeagoFest 2026.

The festival will run from Thursday through Sunday, Oct. 1–4, at C.O. Bruce Central Park. Admission and parking are expected to be free, while carnival rides, food and purchases from vendors will involve separate costs.

The four-day format gives families several opportunities to attend without attempting to experience everything during one visit.

Parents with children interested primarily in carnival rides may want to plan around the final ride schedule. Advance-sale carnival wristbands have been advertised for $25 through the Seagoville Chamber of Commerce and Migalitos.

Families interested in the broadest collection of activities may prefer Saturday. The sixth annual Some Run begins early that morning, followed by the SeagoFest Car Show from 10 a.m. to 2 p.m. Carnival rides, food vendors and live music are also planned during the festival.

Because Saturday could attract the largest crowd, families with younger children may prefer another day if they want a less crowded carnival experience. That recommendation could change after the Chamber releases daily festival hours and the entertainment schedule.

Before leaving home, visitors should check the forecast and review the latest official festival information. Comfortable walking shoes and weather-appropriate clothing could make a long visit to the park more enjoyable.

Parents should also establish a family meeting location in case anyone becomes separated. Children should know the name and telephone number of an adult in their group.

The complete 2026 schedule has not yet been released, so families should avoid making detailed plans based on previous years. Shop in Seagoville will update its festival guide as new information becomes available.

Carnival rides are among the confirmed attractions for the four-day festival, scheduled for Oct. 1–4 at C.O. Bruce Central Park.

The Seagoville Chamber of Commerce has advance-sale carnival wristbands for $25. The wristbands may be purchased through the Chamber or Migalitos.

The $25 price is specifically advertised as an advance-sale offer. Families planning to purchase wristbands should confirm availability and any applicable restrictions before the festival.

Admission to SeagoFest and parking are free. A carnival wristband covers participating rides rather than admission to the park.

The carnival gives families flexibility when planning their SeagoFest visit. Some residents may want to spend several hours riding, while others may divide their time among the carnival, vendors, food and live entertainment.

Saturday will also include the Some Run and SeagoFest Car Show, potentially making Oct. 3 the busiest day of the festival.

Families interested primarily in carnival rides may find one of the other festival days more convenient. Final recommendations will depend on the operating hours and entertainment schedule released by the Chamber.

Enlightened Cafe emerged publicly as a potential tenant this summer when owner Stephanie Sanchez appeared before the SEDC Board on July 16 to discuss leasing the approximately 1,800-square-foot building at 107 N. Kaufman.

The space previously housed Super Star Cuts Barbershop, which has closed.

During the July meeting, economic-development officials said several parties had expressed interest in the vacant property, but Enlightened Cafe was the prospect that met criteria previously discussed by the board.

No lease was approved during the public portion of that meeting. After discussing Enlightened Cafe and several other economic-development prospects in executive session, the board returned to open session without taking action.

But the project continued moving forward.

On Aug. 24, the Seagoville City Council unanimously approved an agreement with JQAQ Atelier LLC for architectural services related to renovation of 107 N. Kaufman. The contract is for an amount not to exceed $10,000.

The architectural work is significant because officials said in July that the building would need to be evaluated to determine what improvements would be required to convert it into a cafe.

That still does not mean the coffee shop is guaranteed to open.

As of Sept. 12, public records reviewed by Shop in Seagoville do not show a final lease approval, completed renovation plan, construction schedule, or announced opening date for Enlightened Cafe at the downtown property.

From Coffee Cart to Storefront

Enlightened Cafe is already operating, but not from a traditional storefront.

Sanchez told the SEDC board that she launched the business Jan. 17 as a mobile coffee cart. By the July meeting, she said the company had catered 37 events, including graduation parties, weddings, teacher-appreciation events, and corporate functions.

The company’s current website describes Enlightened Cafe as a Seagoville-based mobile coffee catering operation serving the Dallas-Fort Worth area and locations as far east as Tyler.

Sanchez told the board she had lived in Seagoville for six years and believed a locally operated coffee shop could become a community gathering place.

Her preliminary concept included specialty coffee drinks, traditional brewed coffee, non-coffee beverages, pastries, oatmeal, and avocado toast. She also discussed using the storefront for people meeting friends, studying, working remotely, or participating in community activities.

Those plans were preliminary and could change.

What may be more important to downtown Seagoville is the type of business being considered.

Restaurants, coffee shops, entertainment businesses, and specialty retailers can create repeat visits that traditional office or service businesses often do not. Someone visiting downtown for coffee may also walk to another business, attend an event, or return later with friends.

That type of activity is at the center of many downtown-redevelopment strategies.

SEDC Has Invested Here Before

The 107 N. Kaufman property is not a new experiment for the SEDC.

City records show that in 2013, the City Council considered authorization for up to $96,456.30 in renovations to the property on behalf of the Economic Development Corporation.

More than a decade later, SEDC financial statements were still recording rental income from 107 N. Kaufman.

The corporation’s involvement downtown extends beyond that building.

A December 2024 SEDC financial report listed rental income associated with properties at 103, 105, and 107 N. Kaufman Street, as well as 108 N. Railroad Street. The same report showed the corporation spent approximately $233,700 to purchase property at 202 N. Kaufman Street.

That makes the potential Enlightened Cafe deal part of a broader strategy: control strategic downtown real estate, improve properties when necessary, and use those properties to attract businesses.

Public Property as an Incentive

The SEDC is funded primarily through a one-half-cent local sales tax dedicated to economic development.

Its published economic-development policies allow assistance for businesses locating, relocating, or expanding in Seagoville. Depending on the project, incentives can include reduced property prices, land assistance, facade grants, infrastructure improvements, and other economic-development agreements.

In 2025, the SEDC also adopted a Downtown Destination Matching Grant Program specifically designed to improve the economic sustainability of downtown.

Among the businesses targeted by that program are new or unique dining concepts, specialty retailers, entertainment businesses, and certain other uses intended to make downtown more of a destination.

The program generally provides reimbursement of up to 50 percent of eligible improvement costs, with grants normally capped at $50,000.

Enlightened Cafe has not been publicly identified as receiving one of those grants. Its situation is different because it is negotiating over an SEDC-controlled building.

But the philosophy is similar: use economic-development resources to make downtown locations more attractive to businesses that might otherwise choose another location.

The Harder Question: Does It Last?

Getting a business into a vacant storefront is only the first part of downtown redevelopment.

Keeping it there is harder.

The previous business at 107 N. Kaufman is now gone, despite the building having received substantial public investment in the past. That does not necessarily mean the earlier investment failed. The property generated rental income for the SEDC, and businesses routinely close, relocate, or change ownership for reasons unrelated to their location.

But it illustrates why the success of a publicly supported downtown strategy should be measured over years rather than by ribbon cuttings.

The important questions include how long recruited businesses remain open, how much private investment follows the public investment, whether properties continue generating rent, whether downtown sales-tax activity increases, and whether one successful business helps neighboring storefronts.

Publicly available documents reviewed for this article do not provide enough information to calculate a long-term return on the SEDC’s downtown property investments.

That makes Enlightened Cafe worth watching for reasons beyond coffee.

If the business ultimately opens at 107 N. Kaufman and develops the regular customer traffic Sanchez described to the SEDC board, it could add something downtown redevelopment efforts often need: a place people visit even when they do not have another reason to be downtown.

But one cafe cannot revive an entire district by itself.

The larger measure will be whether SEDC-owned buildings and incentive programs eventually produce a collection of businesses that can survive, draw customers, generate private investment, and reinforce one another without depending indefinitely on additional public spending.

For now, Enlightened Cafe represents another attempt to turn publicly controlled downtown real estate into an active storefront.

Whether it becomes a lasting piece of downtown Seagoville remains the more important story.

SeagoFest will return in 20 days, continuing a community tradition that has brought generations of Seagoville families together during the fall.

The City of Seagoville’s official festival history states that SeagoFest began in 1991 in connection with the annual Seagoville High School Homecoming Parade.

The celebration eventually developed into an event of its own and became an annual October attraction.

Over the years, the festival has included school groups, youth athletic teams, businesses, community organizations and residents from throughout the area.

C.O. Bruce Central Park became the gathering place for carnival rides, live music, food, arts and crafts, car shows and other activities. The combination allows children, teenagers, adults and longtime residents to experience the festival in different ways.

SeagoFest has become one of the community’s most recognizable annual events.

For some residents, the festival means taking children to the carnival. Others return for familiar food, shopping, music or the opportunity to visit with people they have not seen recently.

This year’s festival is scheduled for Oct. 1–4, with free admission and parking.

Carnival rides, vendors, food and live music are planned, along with the Some Run and SeagoFest Car Show on Saturday.

Two Food Distributions This Weekend

Crandall ISD will hold its first monthly food distribution of the school year Friday, Sept. 11, at Martin Elementary School, 11601 U.S. 175 Frontage Road.

Distribution runs from 4:30 to 6:30 p.m., or until supplies are gone, and is intended for families living within Crandall ISD.

The Janis Evans Memorial Food Bank at First Baptist Crandall will also distribute groceries Saturday from 10 a.m. to noon, while supplies last.

The church is at 400 E. Mowry St., behind Dairy Queen. The food bank operates on the second and fourth Saturday of each month.

Central Celebrates Grandparents Friday

Central Elementary families will celebrate Grandparents’ Day with a special dance Friday. Organizers are planning music, dancing, and a chance for students and grandparents to spend time together.

Popcorn, temporary tattoos, and light-up accessories will be available for purchase. Families should remember that those purchases are cash only.

Karaoke Friday at Cotton Gin

Friday night karaoke returns to the Cotton Gin in Crandall, with Corey Watson scheduled from 7:30 to 10:30 p.m. The restaurant is at 1500 U.S. 175 Frontage Road in Crandall.

For residents looking for something to do after dinner, it provides one of the few Friday-night entertainment options in town that does not involve high school sports.

Live Music Saturday at Cotton Gin

The Cotton Gin has another entertainment option Saturday, when Brayden Stewart is scheduled to perform live from 7 to 10 p.m.

That gives Crandall residents back-to-back nights of entertainment at the restaurant, with karaoke Friday followed by live music Saturday.

Seagoville Hosts Poteet Friday

Seagoville opens district football play Friday night when Mesquite Poteet visits Seagoville Stadium for a 7:30 p.m. kickoff.

The Dragons are 1-1 after bouncing back from a season-opening loss at Palestine with a 59-13 victory over Bryan Adams. Poteet also enters the game 1-1, making Friday the first district test for both programs.

Crandall Hosts Terrell Friday

Crandall finally gets its first home football game of the season Friday when Terrell visits Pirate Stadium. Kickoff is scheduled for 7 p.m.

The Pirates enter the game 0-2 after road losses to Denton Braswell and Rowlett. Terrell comes to Crandall at 1-1, giving the Pirates another opportunity to earn their first victory before district play begins later this month.

Volleyball Teams Hit the Road

Both local varsity volleyball programs are on the road Friday. Crandall travels to Ennis for a 5:30 p.m. match, while Seagoville visits Adamson for a 7:30 p.m. match.

Seagoville enters the weekend 11-11 overall and 3-1 in district play after sweeping Thomas Jefferson last week. Crandall is scheduled to begin another important stretch of district competition with its trip to Ennis.

RPM Speedway Races Saturday Night

RPM Speedway in Crandall returns to action Saturday, Sept. 12, with the American Crate Late Models listed as the featured attraction.

The dirt track is located at 1267 County Road 4104. Fans should check the speedway’s race-day information for gate times, divisions, and any schedule changes before making the trip.

Explore John Bunker Sands Wetlands

The John Bunker Sands Wetland Center remains one of the best outdoor destinations in the immediate Seagoville-Crandall-Combine area.

The center sits within a nearly 2,000-acre wetland system that provides wildlife habitat while naturally filtering water from the Trinity River system.

Visitors can walk the boardwalks, watch for birds and other wildlife, and learn how the wetlands function. Anyone planning a weekend visit should check the center’s current operating hours before leaving home.

City Event Calendars Stay Light

Despite the number of school, business, and privately organized activities, the official municipal calendars in Seagoville and Crandall remain relatively quiet this weekend.

That makes Friday night sports, Saturday’s Harvest Fest, RPM Speedway, the Wetland Center, and the Crandall entertainment lineup the strongest local choices for residents who want to stay close to home.

Saturday Offers the Most Variety

Friday belongs largely to high school sports, with Seagoville hosting Poteet, Crandall hosting Terrell, and both volleyball teams competing on the road.

Karaoke at the Cotton Gin provides an alternative for anyone who would rather skip the stadium.

Saturday expands the choices considerably. Residents can visit Tractor Supply Harvest Fest, pick up groceries through the Janis Evans Memorial Food Bank, explore the wetlands near Combine, watch dirt-track racing at RPM Speedway, or catch live music at the Cotton Gin.

TEA Data Reveal Discipline Disparities at Two Area Schools

A Shop in Seagoville analysis of Texas Education Agency data found clear discipline gaps at two local high schools. Several student groups were removed from regular classrooms far more often than their classmates during the 2024 to 2025 school year.

The largest racial gap appeared at Seagoville High School. There 11.9% of Black students received a disciplinary alternative education program placement. The corresponding rate was 5.3% for Hispanic students and 7.2% for white students.

At Crandall High School Black students had the highest in school suspension rate. Hispanic students had the highest DAEP placement rate among the three largest racial groups. Boys were substantially more likely than girls to receive both forms of discipline at both schools.

The data do not explain why the differences occurred. They do identify the groups most affected by removals from regular classrooms.

Crandall Recorded More Discipline Actions

TEA counted 398 Crandall High students who received at least one reportable disciplinary action. That represented 18.5% of the school cumulative full year enrollment of 2,153 students. Crandall High reported 997 disciplinary actions in all.

Seagoville High reported 339 disciplined students. That represented 17.2% of its cumulative enrollment of 1,966 students. The school recorded 654 total actions.

The categories overlap and one student can generate multiple actions. A student who received an in school suspension and was later assigned to a DAEP would appear in both categories. That student is counted only once in the campus total for disciplined students.

Black Students Led Crandall Suspension Rate

Black students represented 28.5% of the Crandall High cumulative enrollment. They accounted for 41.9% of students who received an in school suspension.

The in school suspension rate was 21.5% among Black students. The rate was 13% among Hispanic students and 9.9% among white students.

The pattern changed for DAEP placements. Hispanic students recorded the highest rate at 8.1%. The Black student rate was 6.5% and the white student rate was 6.1%.

Hispanic students made up 41.7% of the Crandall High cumulative enrollment. They accounted for 49.3% of students receiving DAEP placements.

TEA masked the Crandall High white out of school suspension count under its student privacy rules.

Seagoville Gap Was Widest in DAEP Placements

Black students represented 20.4% of the Seagoville High cumulative enrollment. They accounted for 30.6% of students receiving in school suspensions and 36.4% of those receiving DAEP placements.

The Black DAEP rate of 11.9% was more than twice the Hispanic rate of 5.3%. Black students also had the highest in school suspension rate at 21.6%. The white student rate was 18.8% and the Hispanic student rate was 12%.

Hispanic students constituted 71.1% of enrollment. They accounted for 59.2% of students receiving in school suspensions and 56.1% of those receiving DAEP placements.

Seagoville High out of school suspension totals were not reported in the TEA campus summary. That gap prevented a comparable subgroup analysis for the category.

Boys Faced Discipline at Higher Rates

Gender produced one of the clearest gaps at both schools. At Crandall High 19.2% of boys received an in school suspension compared with 9.4% of girls. Boys also received DAEP placements at more than twice the rate of girls.

At Seagoville High the in school suspension rate was 18.6% for boys and 10.1% for girls. The DAEP rate was 9.5% for boys and 3.8% for girls.

Economic Gaps Were Wider at Crandall

Economically disadvantaged students represented 57.8% of the Crandall High cumulative enrollment used in the discipline report. Their in school suspension rate was 17.6% compared with 10.6% for students who were not economically disadvantaged. The out of school suspension rates were 10.6% and 4.3%.

The DAEP rate for economically disadvantaged students at Crandall was 8.9%. That figure was more than twice the 4.1% rate for other students.

Seagoville High served a much higher concentration of economically disadvantaged students at 90.7% of its cumulative enrollment. Those students had an in school suspension rate of 14.9% compared with 10.4% for students who were not economically disadvantaged. The Seagoville DAEP difference was smaller at 6.8% and 5.5%.

Special Education Patterns Differed

Crandall High students receiving special education services had higher discipline rates than their classmates. The in school suspension rate was 21.4% for special education students and 13.6% for students outside special education. The out of school suspension rates were 11.2% and 7.4%.

The Crandall DAEP gap was narrower at 8.2% for special education students and 6.7% for other students.

Seagoville High did not show the same pattern. Its special education students had an in school suspension rate of 12.1% and that figure sat below the 14.8% rate among other students. DAEP rates were 6% for special education students and 6.8% for students outside special education.

At Risk Students Faced Higher Rates

Students classified by the state as at risk of failing academically or dropping out represented 52.2% of the Crandall High cumulative enrollment. They accounted for 71.7% of students receiving in school suspensions and 78.4% of students assigned to a DAEP.

Their in school suspension rate was 20.1% compared with 7.6% among students who were not classified as at risk.

At Seagoville High these students constituted 77.9% of enrollment and 82% of students receiving in school suspensions. Their suspension rate was 15.2% and that figure was twice the 7.6% rate for students not classified as at risk. Some DAEP counts for other students were masked and that prevented full rate comparisons.

The Numbers Raise Different Questions

The data show overrepresentation but they do not establish its cause. TEA reports do not disclose the circumstances of individual cases. They also leave out whether students had previous infractions and how administrators exercised discretion.

The DAEP figures also reflect different mixes of cases. At Crandall High 169 of 194 DAEP actions were coded as mandatory placements. At Seagoville High 77 of 161 were mandatory while 84 were discretionary.

That difference makes it especially important to examine mandatory and discretionary discipline separately.

The city has now selected a private development team, approved an exclusive negotiating agreement, and begun the work that could determine where a new City Hall would be built, how large it would be, what other public facilities would be included, and how the project could be financed.

But the project is still in its earliest development stage.

The Seagoville City Council approved an exclusive negotiating agreement with Griffin Swinerton LLC on July 13 for preliminary master-developer services connected to a proposed public-private partnership, commonly called a P3.

Over the next several months, the company and city staff are expected to develop what officials described as an actionable master plan. That work is supposed to answer some of the biggest unanswered questions about what could become one of Seagoville’s largest municipal construction projects.

City Hall Is the Centerpiece

The project began publicly taking shape in 2025, when Seagoville issued a Request for Qualifications seeking development teams interested in designing and constructing a new City Hall or broader municipal complex.

The city’s preliminary facility program gives residents the clearest picture yet of what could eventually be built.

City Hall functions could include offices for the mayor and City Council, City Manager, City Secretary, Finance Department, Human Resources, Community Development, and Utility Billing.

A new council chamber would also be part of the potential complex.

Significantly, the preliminary program also lists the Seagoville Public Library among the functions that could be incorporated into the facility.

Other proposed components include a public lobby, community meeting spaces, break rooms, storage areas, information-technology and server rooms, mechanical and electrical areas, parking, landscaping, and improved vehicle and pedestrian circulation.

Those components remain preliminary. The final size and mix of facilities have not been approved.

Where Would It Be Built?

That remains one of the biggest questions.

The original 2025 solicitation said Seagoville owned land designated for the proposed facility and intended to use city-owned property as part of the development partnership.

However, by the July 2026 council meeting, city officials said one purpose of the new agreement was to determine which potential site actually makes the most sense.

Economic Development Director Kirk McDaniel told the council that the preliminary phase would examine where a new City Hall should go, how large it should be, and whether the proposed site is suitable for construction.

The work includes geotechnical analysis, environmental due diligence, utility availability, site circulation, parking, landscaping, and possible future expansion.

That means residents should not treat any particular property as the confirmed location yet.

As of September, the city has not publicly approved a final address or legal description for the new municipal complex.

A $375,000 First Phase

The agreement approved in July covers approximately $375,000 to $376,000 in preliminary development work.

Griffin Swinerton representatives told the council that the company would advance those predevelopment funds while the initial concept is being developed.

If Seagoville ultimately decides to continue with the project, that money would roll into the next predevelopment phase.

If the city chooses not to proceed, McDaniel said Seagoville would reimburse the approximately $375,000. The city would still receive the master plan and other work produced during the preliminary phase.

The arrangement therefore does not commit Seagoville to constructing the municipal complex.

Council members will have another decision to make after the preliminary work is completed.

Three Steps Before Construction

Griffin Swinerton outlined a three-stage development process.

The current exclusive negotiating period is essentially the feasibility and concept stage. It includes site evaluation, needs assessment, preliminary planning, and development of a concept that city officials can evaluate.

If the council decides to continue, the project would advance into a more detailed predevelopment agreement. That stage would include schematic design and additional design development needed to establish a guaranteed maximum price.

Only after that process would the project move toward final construction documents and construction.

Company representatives emphasized that the city would have opportunities to stop the process between stages rather than committing immediately to the entire project.

City officials said in July that they expected the initial master plan and site recommendation could return to the council around December 2026 or January 2027.

How Could Seagoville Pay for It?

No final financing package has been approved.

That distinction is important because the public-private partnership model does not mean a private company simply pays for a new City Hall.

The city’s original RFQ required potential developers to propose financing strategies, including possible lease-purchase arrangements, phased payments, or other P3 structures.

The city specifically said its goal was to minimize upfront municipal spending while retaining public ownership of the facility.

Griffin Swinerton presented another potential approach in July.

Company representatives said their model frequently uses project-specific local government corporations or public facility corporations to access tax-exempt financing.

The company is described as a fee developer rather than a private landlord, and said the intent would be for the public entity to retain control and ownership.

That was a description of the developer’s proposed approach—not an approved Seagoville financing plan.

The actual debt structure, repayment period, interest costs, annual payments, funding sources, and taxpayer impact remain to be determined.

Those numbers will become some of the most important information to watch if the project reaches the next stage.

Developer Could Handle Much More Than Construction

The potential development partner’s role would extend well beyond constructing the building.

Seagoville’s solicitation calls for the developer to coordinate master planning, architecture, engineering, construction management, scheduling, subcontractors, permitting, inspections, and financing strategies.

The developer is also expected to conduct environmental and geotechnical studies, evaluate utilities, determine municipal space needs, and prepare construction documents.

The city requested a project delivered through a guaranteed maximum price or comparable risk-sharing system.

Griffin Swinerton told council members its approach would ultimately establish a guaranteed cost and completion schedule, with responsibility for qualifying cost overruns and delays shifting to the development team under the final project agreement.

Those protections will become important details when a definitive contract eventually comes before the council.

Could the Complex Include More?

Possibly—but residents should distinguish between what Seagoville has listed and examples shown by the developer.

During its July presentation, Griffin Swinerton highlighted its Downtown East development in Pflugerville, where a larger civic campus incorporates a new City Hall, recreation center, public plaza, parking structure, retail space, and other development.

That does not mean those features have been approved for Seagoville.

Seagoville’s own preliminary program currently identifies City Hall departments, the library, public meeting areas, support space, parking, and associated site improvements.

There is currently no approved Seagoville plan showing a recreation center, retail development, café, or similar components as part of the municipal complex.

The city is also separately pursuing a new central fire station. Nothing in the municipal-complex documents reviewed establishes that the new fire station would be incorporated into the City Hall complex.

What Happens Next

The next major milestone should be much more consequential than the July negotiating agreement.

Griffin Swinerton and city staff are now expected to determine a preferred location, calculate space requirements, conduct site investigations, develop a preliminary layout, estimate costs, and present possible financing structures.

At that point, council members should have something they do not have today: an actual municipal-complex proposal that residents can evaluate.

The questions will then become much more specific.

How much land will be required? Will the library move? How many square feet will the new City Hall contain? What happens to the existing City Hall property at 702 North Highway 175? What will construction cost?

How much debt would Seagoville assume? What would the annual payments be? And will combining multiple public services into one campus save the city money over the long term?

For now, the municipal complex should be viewed as an active planning project—not an approved construction project.

If the preliminary work returns to the council around December or January as anticipated, Seagoville residents could soon get their first detailed look at what the city’s next City Hall might actually become.

Un análisis de Shop in Seagoville de datos de la Agencia de Educación de Texas (TEA) encontró claras brechas disciplinarias en dos preparatorias locales. TEA contabilizó 398 estudiantes de Crandall High que recibieron al menos una acción disciplinaria reportable. Eso representó el 18.5% de la matrícula acumulada anual de la escuela, de 2,153 estudiantes. Crandall High reportó 997 acciones disciplinarias en total.

Seagoville High reportó 339 estudiantes disciplinados. Eso representó el 17.2% de su matrícula acumulada de 1,966 estudiantes. La escuela registró 654 acciones totales.

Las categorías se superponen, y un estudiante puede generar múltiples acciones. Un estudiante que recibió una suspensión dentro de la escuela y posteriormente fue asignado a un DAEP aparecería en ambas categorías. Sin embargo, ese estudiante se contabiliza solo una vez en el total de estudiantes disciplinados de la escuela.

La ciudad ya seleccionó a un equipo privado de desarrollo, aprobó un acuerdo exclusivo de negociación, y comenzó el trabajo que podría determinar dónde se construiría un nuevo Ayuntamiento, qué tamaño tendría, qué otras instalaciones públicas incluiría, y cómo podría financiarse el proyecto.

Sin embargo, el proyecto todavía se encuentra en sus primeras etapas de desarrollo.

El Concejo Municipal de Seagoville aprobó el 13 de julio un acuerdo exclusivo de negociación con Griffin Swinerton LLC para servicios preliminares como desarrollador principal relacionados con una propuesta asociación público-privada, conocida comúnmente como P3.

Durante los próximos meses, se espera que la empresa y el personal municipal desarrollen lo que los funcionarios describieron como un plan maestro viable. ¿Cómo podría pagarlo Seagoville?

No se ha aprobado un paquete financiero definitivo.

Esa distinción es importante porque el modelo de asociación público-privada no significa que una empresa privada simplemente pagaría por un nuevo Ayuntamiento.

La solicitud original de la ciudad exigía que los posibles desarrolladores propusieran estrategias de financiamiento, incluyendo posibles acuerdos de arrendamiento con opción de compra, pagos por etapas, u otras estructuras P3.

La ciudad indicó específicamente que su objetivo era reducir al mínimo el gasto municipal inicial mientras mantenía la propiedad pública de las instalaciones.

Griffin Swinerton presentó otra posible estrategia en julio.

Esas cifras se convertirán en algunos de los datos más importantes que habrá que vigilar si el proyecto avanza a la siguiente etapa.

El desarrollador tendría amplias responsabilidades

El papel del posible socio de desarrollo iría mucho más allá de construir el edificio.

La solicitud de Seagoville pide que el desarrollador coordine la planificación maestra, arquitectura, ingeniería, administración de construcción, calendario, subcontratistas, permisos, inspecciones, y estrategias de financiamiento.

También se espera que el desarrollador realice estudios ambientales y geotécnicos, evalúe los servicios públicos, determine las necesidades de espacio municipal, y prepare los documentos de construcción.

La ciudad solicitó que el proyecto sea entregado mediante un precio máximo garantizado o mediante un sistema comparable para compartir riesgos.

Griffin Swinerton dijo a los miembros del Concejo que su estrategia finalmente establecería un costo y un calendario de finalización garantizados, con responsabilidad por ciertos sobrecostos y retrasos transferida al equipo de desarrollo conforme al acuerdo definitivo del proyecto.

Esas protecciones serán detalles importantes cuando un contrato final llegue eventualmente ante el Concejo Municipal.

¿Podría incluir algo más?

Posiblemente, pero los residentes deben distinguir entre lo que Seagoville ha incluido oficialmente y los ejemplos presentados por el desarrollador.

Durante su presentación de julio, Griffin Swinerton destacó su proyecto Downtown East en Pflugerville, donde un campus cívico de mayor tamaño incorpora un nuevo Ayuntamiento, centro recreativo, plaza pública, estacionamiento estructurado, espacios comerciales, y otros desarrollos.

Eso no significa que esas características hayan sido aprobadas para Seagoville.

El programa preliminar de Seagoville actualmente identifica departamentos del Ayuntamiento, la biblioteca, áreas públicas para reuniones, espacios de apoyo, estacionamiento, y mejoras relacionadas con el terreno.

Actualmente no existe un plan aprobado de Seagoville que muestre un centro recreativo, comercios, cafetería, u otros componentes similares como parte del complejo municipal.

La ciudad también está trabajando por separado en una nueva estación central de bomberos. Nada en los documentos del complejo municipal establece que la nueva estación de bomberos sería incorporada al complejo del Ayuntamiento.

¿Qué sucede ahora?

El próximo paso importante podría ser mucho más significativo que el acuerdo de negociación aprobado en julio.

Se espera que Griffin Swinerton y el personal municipal determinen una ubicación preferida, calculen las necesidades de espacio, realicen investigaciones del terreno, desarrollen un diseño preliminar, calculen costos, y presenten posibles estructuras de financiamiento.

En ese momento, los miembros del Concejo deberían tener algo que todavía no tienen: una propuesta concreta de complejo municipal que los residentes puedan evaluar.

Entonces las preguntas serán mucho más específicas.

¿Cuánto terreno será necesario? ¿Se mudará la biblioteca? ¿Cuántos pies cuadrados tendrá el nuevo Ayuntamiento? ¿Qué ocurrirá con la propiedad del actual Ayuntamiento en 702 North Highway 175? ¿Cuánto costará la construcción? ¿Cuánta deuda asumiría Seagoville?

¿Cuáles serían los pagos anuales? ¿Y podría la combinación de varios servicios públicos en un solo campus ahorrar dinero a la ciudad a largo plazo?

Por ahora, el complejo municipal debe considerarse un proyecto activo de planificación, no un proyecto de construcción aprobado.

Si el trabajo preliminar regresa al Concejo alrededor de diciembre o enero, como se anticipa, los residentes de Seagoville podrían recibir pronto su primera mirada detallada a lo que realmente podría convertirse en el próximo Ayuntamiento de la ciudad.
