Crandall City Council to Consider Budget, Tax Rate and Annexation

 Crandall residents will have an opportunity to weigh in on the city’s proposed budget and property tax rate when the Crandall City Council holds its next regular meeting Monday, Aug. 17.

The meeting begins at 6:30 p.m. at the City of Crandall Court Chambers, 104 E. Trunk St. The meeting is open to the public.

A packed agenda includes public hearings on the city’s proposed 2026-27 operating budget, the proposed 2026 property tax rate and the possible annexation of approximately 35 acres. Council members will also consider the city’s economic development budget, certificates of obligation and several agreements involving police services.

Proposed Budget and Property Tax Rate

Among the most closely watched items will be a public hearing on Crandall’s proposed operating budget for the fiscal year beginning Oct. 1, 2026, and ending Sept. 30, 2027.

According to the meeting agenda, the proposed budget would generate $655,497 more in total property tax revenue than last year’s budget, an increase of 13.51%. Of that increase, $456,415 is expected to come from new property added to the tax roll this year.

Council members are scheduled to consider an ordinance approving the 2026-27 operating budget following the public hearing.

The council will also conduct a separate public hearing on a proposed 2026 property tax rate of $0.75 per $100 of taxable valuation.

The proposed rate is the same $0.75 rate shown for 2025 in the city’s taxpayer impact statement, meaning the increase in total property tax collections should not be confused with a 13.51% increase in the tax rate itself.

The city’s taxpayer impact statement estimates that a median-valued homestead of $288,917 would have a city property tax bill of approximately $2,167 at the proposed rate. The statement lists a median-valued homestead of $266,075 with a $1,996 tax bill under the 2025 rate.

Individual property tax bills can differ depending on a property’s taxable value, exemptions and other factors.

Council members are scheduled to consider both a resolution ratifying the property tax increase reflected in the budget and an ordinance approving the certified appraisal rolls and levying the $0.75 tax rate.

Annexation Hearing Set for Lewis Street Property

Another public hearing will focus on a request to annex approximately 35.05 acres at 13125 Lewis St.

The property is located in the S. Gilleland Survey in Kaufman County and is identified by Kaufman County Appraisal District property IDs 6205 and 6207. The City of Crandall is listed as the property owner.

The hearing will give residents an opportunity to hear the matter and provide public input.

Certificates of Obligation on Agenda

The council will also consider an ordinance authorizing the issuance and sale of City of Crandall Combination Tax and Revenue Certificates of Obligation, Series 2026.

The proposed ordinance includes provisions involving an annual ad valorem tax, the pledge of certain net revenues, a paying agent and registrar agreement and other matters associated with the certificates.

The posted agenda does not state the amount of the certificates in its summary of the item.

Economic Development Budget

Council members are scheduled to consider the Crandall Economic Development Corporation’s budget for fiscal year 2026-27.

Later in the meeting, the council is expected to enter executive session to discuss economic development matters involving Tax Increment Reinvestment Zone Six and Project Grand Slam.

The council may return to open session afterward and take action on items discussed during the closed session.

Police Service Agreements

Several agreements involving peace officer services appear on the consent agenda.

The council will consider amended agreements involving the city and Kaufman County Fresh Water Supply Districts 4A and 4B, as well as agreements involving Kaufman County Municipal Utility Districts 9, 10, 11, 12 and 14.

Consent agenda items are normally approved together without separate discussion unless the mayor or a council member requests that an item be removed for individual consideration.

Crandall ISD Update Also Scheduled

The agenda includes an update from Crandall Independent School District regarding school district matters.

City Manager and staff updates are also expected to include a reminder about the Labor Day holiday and an update on the city’s quarterly finance report.

The council will additionally consider moving several future council meeting dates because of holiday closures, including shifting the Sept. 7 meeting to Sept. 8.

Residents Can Address the Council

Residents wishing to address the City Council are allowed three minutes per speaker on matters related to the city, including agenda items. Speakers participating during a public hearing are allowed five minutes.

A speaker request form must be submitted to the City Secretary before the start of the meeting. Residents may speak during the public-comment portion of the meeting or when the applicable agenda item comes before the council.
